In partnership with the Global Fund to Fight AIDS, Tuberculosis and Malaria (Global Fund), Gavi, and other global health actors, UNDP contributes to health-related SDGs through innovative partnerships and financing mechanisms. Under its 2022–2025 HIV and Health Strategy: Connecting the Dots, UNDP works as an interim Principal Recipient (PR) for Global Fund grants, strengthening national capacities in financial management, health systems, procurement, and data management. Since 2003, UNDP has supported more than 50 countries in achieving impactful, sustainable health outcomes. Position Purpose The Monitoring, Reporting and Evaluation (M&E) Analyst supports the effective monitoring and evaluation of Global Fund–supported HIV and TB programmes in Egypt. Working under the supervision of the Programme Manager and in collaboration with the Programme Management Unit (PMU), the Analyst strengthens M&E systems, improves data quality, and promotes evidence-based decision-making. The role contributes to capacity building among national programs and NGOs while ensuring that project implementation aligns with UNDP policies, Global Fund requirements, and national health strategies. Key Responsibilities 1. Strengthen M&E and Reporting Systems of Sub-Recipient NGOs Support Sub-Recipient (SR) NGOs in using the unified data collection system and standardized unique identifiers (UICs). Ensure alignment between standard operating procedures (SOPs) for HIV prevention and monitoring activities. Review the quality of HIV prevention services in coordination with the Procurement and Supply Management (PSM) focal point, focusing on commodity distribution, service linkage, and compliance with approved targets. Organize and lead quarterly review meetings with SRs and technical partners to evaluate implementation progress and define follow-up actions. 2. Support National HIV and TB Programmes Provide technical assistance to the National AIDS Program (NAP) and National TB Program (NTP) to enhance M&E systems. Support data verification and validation to ensure the accuracy and reliability of program data. Build capacity of national program staff and M&E focal points on data quality management and reporting standards. 3. Strengthen PMU Monitoring and Data Verification Develop or refine the grant M&E plan, ensuring a unified methodology, tools, SOPs, and feedback mechanisms. Consolidate and analyze program data for Progress Updates, donor reporting, and UNDP corporate requirements. Provide documentation for the Local Fund Agent (LFA) during Global Fund data verification exercises. Conduct risk-based spot checks at SR and SSR levels to identify discrepancies and recommend corrective actions. 4. Knowledge Management and Capacity Building Identify and document best practices and lessons learned from programme implementation. Contribute to knowledge networks and communities of practice on health and M&E issues. Develop and share knowledge resources, innovative tools, and data visualization materials to enhance learning and performance. Health Systems Support: Contributes to Global Fund and related health programme implementation. Qualifications and Experience Education Master’s degree in Social Sciences, Development Studies, Public Administration, Monitoring & Evaluation, or a related field. Alternatively, a Bachelor’s degree in the same fields plus at least two (2) years of relevant experience will be considered. Experience For Master’s degree holders: no prior experience required. For Bachelor’s degree holders: at least two years of professional experience in data analysis, M&E, or project management. Proven understanding of HIV/AIDS and TB programmes, quantitative and qualitative research, and performance analysis. Experience with key populations, capacity assessments, and digital M&E systems. Familiarity with Global Fund monitoring and evaluation processes is an asset. Languages Fluency in English and Arabic is required.
