The National Urban Climate Action (NUCA) Programme is seeking a highly motivated In-House Climate Finance Consultant to be embedded within the Development Bank of Southern Africa (DBSA). This role offers a unique opportunity to contribute directly to strengthening climate-aligned urban infrastructure financing in South Africa. Location: Johannesburg, South Africa (hosted within DBSA offices)Contract Type: Consultant contract (approximately 210 working days per year)Duration: 12-month contract, renewable up to three years based on performanceExpected Start Date: January 2025Supervision: Jointly supervised by DBSA and the NUCA Programme Support Team (PST) About the NUCA Programme The National Urban Climate Action (NUCA) Programme is a multi-country initiative led by the IDFC Facility, with financial and technical support from the International Climate Initiative (IKI) and the French Development Agency (AFD). The programme aims to strengthen the capacity of national and regional development banks, as well as local governments, to scale up low-carbon and climate-resilient urban infrastructure investments. NUCA operates across five pilot countries: Brazil Colombia Indonesia Mozambique South Africa Through targeted technical assistance, knowledge exchange, and project preparation support, NUCA accelerates climate-aligned investment in cities and promotes bankable, resilient infrastructure solutions. In South Africa, NUCA is implemented in partnership with the Development Bank of Southern Africa, the IDFC member institution leading national deployment. The programme focuses on: Integrating climate considerations into DBSA’s strategies, tools, and operations Strengthening the development and financing of urban climate projects Supporting municipalities in preparing climate-resilient and investment-ready infrastructure projects To ensure close coordination and sustained institutional engagement, NUCA embeds two In-House Consultants within DBSA. Role Overview The Climate Finance In-House Consultant will be embedded within DBSA’s Climate Finance team and will play a central role in coordinating NUCA’s technical assistance activities in South Africa. The consultant will support: The integration of climate-aligned tools, climate risk methodologies, and ESG considerations into DBSA’s financing processes The structuring and deployment of climate-smart financial instruments The strengthening of institutional systems for climate governance The overall objective of the role is to enhance DBSA’s pipeline of urban climate projects and ensure alignment with international climate finance standards. Key Responsibilities The Climate Finance Consultant will contribute to strengthening DBSA’s climate governance and financing systems through the following responsibilities: Coordinate the delivery of NUCA technical assistance within DBSA, ensuring alignment across departments and consistency in methodologies Act as a liaison between DBSA and NUCA technical assistance providers to support effective collaboration and timely delivery of activities Support the integration of climate risk screening, ESG standards, and climate-aligned tools into DBSA’s internal decision-making processes Prepare analytical inputs and documentation to support DBSA’s internal validation, reporting, and approval structures Review feasibility studies and technical documentation for urban climate projects to ensure alignment with climate finance criteria Contribute to the structuring of climate-aligned financing mechanisms, including concessional and blended finance instruments Support the development of climate-smart urban investment opportunities that meet international climate finance requirements Monitor progress of NUCA-supported activities and ensure compliance with DBSA’s climate, ESG, and reporting standards Work closely with the NUCA Programme Support Team and Country Programme Officer on planning, coordination, and reporting Profile and Qualifications The successful candidate is expected to demonstrate strong technical expertise and experience in climate finance, with the following qualifications: Master’s degree in environmental sciences, finance, engineering, sustainability, public policy, or a related field Minimum of three years’ professional experience in climate finance, sustainability, climate change mitigation or adaptation, or biodiversity-related programmes within Africa Experience working with or within development banks, DFIs, climate finance institutions, public-sector bodies, or think tanks Strong knowledge of climate finance instruments, including: Blended finance and concessional finance structures De-risking mechanisms Green bonds and climate-linked loans Climate-focused credit lines Understanding of urban climate finance, including climate risk screening, mitigation and adaptation project structuring, and climate-aligned investment frameworks Experience supporting ESG integration, climate governance, impact measurement, or institutional capacity building Ability to interpret and apply climate risk assessment methodologies and contribute to project evaluation or climate-financial modelling Familiarity with South Africa’s climate finance, green economy, and sustainable infrastructure policy landscape is an advantage How to Apply Interested candidates must submit the following documents: A detailed CV (maximum two pages) A short cover letter (maximum two pages) outlining relevant experience and expected daily rate Applications should be sent by email to:hamdidouchem.ext@afd.fr Email subject line:[Application] Climate Finance In-House Consultant – Candidate Name All applications must be submitted no later than 6 January 2026.
