The Asian Disaster Preparedness Center (ADPC) is inviting applications from Indian nationals for a consultancy position as State Project Coordinator under the Institutional Strengthening through Preparedness and Inclusive Response in India (INSPIRE) Programme. The assignment will be based in Bhubaneswar, Odisha, with travel to districts and partner institutions as required. The consultancy will support disaster risk reduction, climate action, institutional strengthening, capacity building, and large-scale preparedness initiatives across Odisha. The successful consultant will work closely with ADPC, the Odisha State Disaster Management Authority (OSDMA), the State Institute for Disaster Management (SIDM), district administrations, and other programme partners. About the INSPIRE India Programme INSPIRE is a collaborative initiative involving ADPC, the National Disaster Management Authority (NDMA), the National Disaster Response Force (NDRF), and state-level institutions in Odisha, Gujarat, and Kerala. The programme aims to strengthen institutional systems for disaster preparedness and climate action while promoting risk-informed planning, local capacity development, innovative solutions, and regional cooperation. In Odisha, the programme is being implemented in partnership with OSDMA under an MoU signed in March 2025. Key activities include strengthening SIDM, developing modern training systems, supporting risk-informed planning, improving local preparedness, and introducing IT-enabled tools for grassroots stakeholders. A major component involves developing and rolling out structured training programmes for Panchayati Raj Institution (PRI) functionaries across the state. Key Responsibilities The State Project Coordinator will support the State Project Manager in coordinating implementation across the Odisha workstream. Major responsibilities will include: Coordinating the rollout of INSPIRE-developed PRI training programmes across districts and blocks. Supporting the design, development, and finalisation of training modules, schedules, and curricula. Coordinating participant mobilisation and logistical arrangements. Supporting training activities involving approximately 70,000 task force volunteers and CSMMC/FSMMC members across 936 cyclone and flood shelters. Supporting training for approximately 55,000 task force volunteers across 4,600 non-shelter villages. Tracking programme activities, targets, milestones, and achievements. Following up with stakeholders on agreed actions and timelines. Supporting consultations, workshops, peer-learning activities, and programme events. Providing technical support for strengthening SIDM. Supporting the development of concepts for an immersive learning centre. Assisting with peer-learning visits. Monitoring, Evaluation and Reporting The consultant will contribute to programme monitoring, evaluation, and learning by tracking training participation, outputs, targets, and achievements. Responsibilities will include: Supporting data collection and monitoring tools. Tracking programme indicators and results. Preparing M&E summaries and reports. Supporting periodic progress reports and coordination updates. Identifying implementation challenges and following up on corrective actions. Contributing to lessons-learned and process documentation. The consultant will also document stakeholder consultations, training activities, workshops, meetings, and learning events through reports, briefs, meeting notes, and other knowledge products. Stakeholder Coordination Strong stakeholder engagement will be central to the assignment. The State Project Coordinator will facilitate coordination between ADPC, OSDMA, SIDM, district administrations, partner institutions, and other stakeholders involved in implementation. The role requires an individual capable of managing multiple workstreams while maintaining clear communication, accurate documentation, and effective follow-up. Eligibility and Qualifications Applicants must be Indian nationals and should hold a Master’s degree in Disaster Management, Social Sciences, Rural Development, or a related field. Candidates should have at least seven years of relevant professional experience in areas such as: Disaster risk reduction. Capacity building and training programmes. Community-based disaster management. Disaster preparedness and resilience. Programme coordination. Large-scale field programme implementation. Applicants should also demonstrate: Strong coordination and communication skills. Excellent report-writing and documentation abilities. Experience managing field-based programmes. Strong organisational and time-management skills. Ability to work independently and as part of a multicultural team. Proactive and problem-solving abilities. Preferred Experience Knowledge of Odisha’s disaster profile, institutions, governance systems, and disaster management structures will be an advantage. Prior experience working with disaster-related government institutions in Odisha is also desirable. Familiarity with IT-enabled disaster risk management solutions, community preparedness innovations, and knowledge-management systems would strengthen an application. Knowledge of English is required, while knowledge of Odia is optional but potentially advantageous.
