About the CASCADE Program The Catalyzing Strengthened Policy Action for Healthy Diets and Resilience (CASCADE) program is a multi-country initiative implemented by CARE International and Global Alliance for Improved Nutrition. The program targets at least 5 million women of reproductive age and children under 15 across: Kenya Uganda Ethiopia Nigeria Benin Mozambique In Kenya, implementation focuses on: Nakuru Nyandarua Nairobi Core Objectives: Increase access to and consumption of healthy diets Strengthen household resilience to economic and climate-related shocks CASCADE emphasizes: Policy advocacy and reform Gender equality Private sector engagement Cultural transformation Data-driven decision-making Role Summary The Advocacy and Communications Officer plays a strategic leadership role in designing and implementing integrated advocacy and communication approaches. The position bridges program implementation, policy engagement, and public communication to ensure project outcomes influence national and global nutrition agendas. The role focuses on: Translating evidence and community voices into actionable advocacy Shaping policy discourse at national and county levels Enhancing visibility, accountability, and learning Key Responsibilities 1. Advocacy Strategy and Implementation Lead the development and continuous refinement of advocacy and communication strategies Translate nutrition priorities into clear messaging frameworks Identify policy opportunities and align advocacy with national and global priorities 2. Policy Engagement and Coordination Participate in technical working groups and advocacy coalitions Align messaging across government, civil society, and development partners Develop policy briefs, position papers, and submissions targeting decision-makers 3. Strategic Communications Produce high-quality advocacy materials, including: Policy briefs and reports Media kits and press content Donor visibility materials Digital and multimedia content Ensure consistent branding and messaging Manage external consultants for content production 4. Advocacy Campaigns and Events Support high-level policy dialogues and public engagement forums Develop communication strategies for key national and global events Document and disseminate outcomes to strengthen influence 5. Community-Led Advocacy Facilitate grassroots advocacy initiatives such as: Budget advocacy Public participation processes Community accountability platforms Translate community insights into compelling advocacy messages Strengthen links between local and national advocacy efforts 6. Media Engagement Build relationships with media to promote advocacy messages Support ethical storytelling and responsible communication Enhance public visibility of project achievements 7. Digital Communications and Knowledge Management Manage digital platforms and content dissemination Maintain updated communication channels Document lessons learned, success stories, and advocacy outcomes 8. Monitoring, Evaluation, and Learning Track advocacy performance and impact Support development of evaluation frameworks Promote learning and adaptation through evidence-based insights 9. Planning and Reporting Contribute to annual planning and adaptive programming Support donor reporting with clear articulation of results Develop knowledge products for internal and external audiences 10.
