CIVICUS Global Alliance has announced a consultancy opportunity for an experienced consultant or consultancy team to develop a Global Digital Action Toolkit designed to strengthen the capacity of activists, civil society organisations, and citizens to organise and participate safely and effectively in digital spaces. Published on 11 August 2026, the consultancy responds to the growing importance of digital platforms in civic action. CIVICUS is seeking a consultant who can research, design, and produce a practical publication that addresses both the opportunities and risks associated with digital collective action. The consultancy will run for approximately three months, from mid-September to mid-November 2026, with a total available budget of up to USD 9,000, inclusive of professional fees, taxes, and other associated costs. About CIVICUS CIVICUS is a global alliance with more than 17,000 members across over 180 countries. The organisation works to defend civic freedoms, monitor violations, strengthen civil society, and support people’s ability to organise and advocate for change. The alliance places particular emphasis on amplifying excluded voices, especially those from the Global South. Its work includes supporting civil society organisations, activists, and movements working to promote accountable and inclusive societies. Background to the Consultancy Digital spaces have become increasingly important for civic participation, activism, mobilisation, and collective action. However, activists operating online also face a growing range of threats, including surveillance, internet shutdowns, disinformation, censorship, and restrictions imposed by digital platforms. CIVICUS has previously developed the Global Protest Guide, which provides practical guidance for organising peaceful protests. The new Global Digital Action Toolkit will complement that resource by focusing specifically on collective action in digital environments. The toolkit is intended to provide activists and creators with practical guidance for planning and participating in digital assemblies while improving their digital resilience, safety, strategic communication, and effectiveness. Purpose of the Consultancy The selected consultant will research, design, and develop an approximately 15-page practical Digital Action Toolkit for a global audience. The resource is expected to combine practical recommendations with real-world examples and accessible guidance. It should help activists and civil society organisations understand how to plan and implement collective action in digital spaces while considering different political, legal, and technological environments. The toolkit will address areas including: Digital organising and protection Online mobilisation Responsible digital storytelling Strategic communications Measuring impact Digital resilience and safety Practical examples and case studies Checklists and actionable guidance Key Responsibilities The consultant will be responsible for identifying relevant case studies, examples, and good practices that can strengthen the toolkit. They will then develop the written content for the approximately 15-page publication, ensuring that the material is practical, accessible, globally relevant, and appropriate for activists and civil society organisations operating in diverse contexts. The consultant will also work closely with the CIVICUS FoPA team throughout the development process. This collaboration will include incorporating feedback, revising drafts, and producing a publication-ready manuscript. The final submission should also include recommendations for visuals, graphics, and layout that can be used by a visual designer. Expected Deliverables The consultancy will involve three principal deliverables: 1. Inception Concept Note and Toolkit Outline The consultant will submit a concept note outlining the proposed methodology, workplan, and structure of the toolkit. 2. First Draft A complete first draft of the Global Digital Action Toolkit will be prepared for review and feedback by the CIVICUS team. 3. Final Toolkit The consultant will produce a publication-ready toolkit of approximately 15 pages incorporating CIVICUS feedback. The final version should include suggested visuals, graphics, and relevant references to support publication and design. Consultancy Budget and Duration CIVICUS has allocated a maximum budget of USD 9,000 for the assignment. This amount is inclusive of professional fees, applicable taxes, and any other associated costs. The consultancy is expected to take place over approximately three months, beginning in mid-September 2026 and concluding in mid-November 2026. Applicants should therefore ensure that their proposed financial budget clearly explains their consultancy fees and any anticipated additional expenses. Application Requirements Interested consultants or consultancy teams must submit an Expression of Interest (EOI) by 28 August 2026. Applications should be sent to FoPA@civicus.org with the subject line: EOI – Development of the Global Digital Action Toolkit The application must contain three documents: Full CV, limited to two pages maximum. Cover letter introducing the consultant or team, outlining relevant skills and experience, and explaining the proposed approach for completing the assignment. Proposed budget, detailing consultancy fees and anticipated expenses. Applicants with relevant experience in digital organising, civic action, strategic communications, digital safety, civil society programming, research, content development, or knowledge production may find the consultancy particularly relevant.
