Location: Nairobi, KenyaSupervisor: Senior Technical AdvisorStart Date: To be determinedDuty Station: CICan Kenya Office, Nairobi Background The Kenya Blue Economy Skills Training Program (KBEST) is a seven-year initiative (2022–2029) funded by Global Affairs Canada (GAC) and implemented by Colleges and Institutes Canada (CICan). The program strengthens skills development within Kenya’s Blue Economy while promoting equitable participation of women, girls, youth, and vulnerable groups. KBEST collaborates closely with the Ministry of Education (MoE), Ministry of Mining, Blue Economy and Maritime Affairs, county governments, civil society actors, industry, and 24 Technical and Vocational Education and Training (TVET) institutions across the Coast and Lake Victoria regions. Through Canadian expertise, the program supports competency-based education and training, employment-focused programs, and the development of skilled professionals for Kenya’s Blue Economy. Job Summary The Stakeholder Engagement Officer will work under the supervision of the Senior Technical Advisor to support implementation of KBEST activities across Kenya. The role involves event coordination, stakeholder engagement, program documentation, and collaboration with partners such as the Ministry of Education and TVET institutions. The position requires handling multiple tasks, working independently, and traveling within Kenya as needed. Key Duties and Responsibilities Coordinate program meetings and events, including budgeting, invitations, logistics, participant coordination, note-taking, and report preparation. Engage with Kenyan partners including the Ministry of Education, TVET institutions, and other stakeholders to support implementation of program activities and achievement of project outcomes. Provide support to implementing partners in delivering program interventions. Assist in the delivery of the KBEST scholarship program, blended/online learning pilots, and Recognition of Prior Learning (RPL) assessments. Document lessons learned from partners, TVET institutions, and government stakeholders. Prepare meeting agendas, organize meetings, and draft/distribute minutes. Assist with the development or revision of project documents including narrative reports, workplans, requests for proposals, and terms of reference. Maintain an updated contact list of all Kenyan program partners. Perform additional related duties as assigned. Reporting Structure The Stakeholder Engagement Officer will report directly to the Senior Technical Advisor and collaborate with the Kenya-based CICan representative. The role requires high levels of independence, initiative, and professional judgment. Required Qualifications Full fluency in English and Swahili. Must be a Kenyan citizen or legally permitted to work in Kenya (CICan does not sponsor work permits). Bachelor’s degree in a relevant field such as business administration, project management, development studies, or related disciplines. Project management training is an asset. Minimum 3 years of experience in a similar role within international development projects in Kenya, working with international organizations or NGOs. Proven experience in coordination, administration, planning, and implementation of donor-funded projects. Strong stakeholder engagement skills with demonstrated ability to work with government agencies, partners, and institutions across various levels. Knowledge of the Kenyan TVET system and RPL policies. Understanding of gender-responsive approaches in programming. Strong writing skills for reports and project documentation. High proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, Teams); familiarity with SharePoint is an advantage. Ability to multitask and manage competing priorities. Demonstrated professionalism, integrity, and respect. Excellent communication, problem-solving, organizational, and interpersonal skills. Ability to work independently and collaboratively. High attention to detail and accuracy.
