The Danish Refugee Council (DRC) has announced a new opportunity for an experienced development and humanitarian professional to serve as URRI Partnerships and Programme Implementation Coordinator in Uganda. The position is based in Arua and will support implementation of the Uganda Refugee Resilience Initiative (URRI), a programme focused on strengthening climate resilience among refugee and host communities while promoting inclusive, cohesive, and environmentally sustainable development. About the Uganda Refugee Resilience Initiative The Uganda Refugee Resilience Initiative aims to improve climate resilience among women, men, and young people in refugee and host communities. The programme also seeks to promote sustainable development in refugee-affected areas while aligning interventions with local priorities. URRI is funded by the Royal Danish Embassy in Kampala and operates across six districts in Uganda: Terego Madi-Okollo Yumbe Koboko Obongi Moyo The successful coordinator will work closely with implementing partners, consortium partners, district local governments, the Office of the Prime Minister, UNHCR, and other stakeholders. Key Responsibilities The URRI Partnerships and Programme Implementation Coordinator will provide technical support, coordination, and capacity strengthening to programme partners and stakeholders. Major responsibilities will include: Coordinating implementation of URRI activities according to approved work plans and guidelines. Conducting regular field monitoring visits. Identifying and addressing implementation challenges with partners. Sharing lessons learned and best practices. Coordinating with technical coordinators, programme managers, and project coordinators across West Nile. Organising regular meetings with implementing partners. Ensuring timely preparation and archiving of concept notes, terms of reference, and reports. Following up on actions arising from coordination and partner meetings. Maintaining programme risk registers and supporting mitigation planning. Coordinating high-quality programme reporting. Working closely with the MEAL team on monitoring, learning, adaptive management, and performance indicators. Ensuring activities meet DRC and donor quality standards. Promoting conflict-sensitive, gender-responsive, evidence-based, and environmentally compliant programming. Partnership and Stakeholder Coordination The coordinator will also play a central role in maintaining relationships with government institutions, humanitarian organisations, development partners, and other stakeholders operating in refugee-affected areas. The position will involve coordination with: District Local Governments. Office of the Prime Minister. UNHCR. District Focal Points. Consortium partners. Development partners. Donors. Technical planning committees. The successful candidate may represent URRI at coordination forums and technical working groups as delegated by the Consortium Manager. The role will also involve organising quarterly engagements, field visits, stakeholder meetings, and annual meetings with district leadership, including Chief Administrative Officers, Local Council V Chairpersons, and Resident District Commissioners. Capacity Strengthening Responsibilities A significant component of the position will involve strengthening the capacity of district local governments and implementing partners. The coordinator will be expected to: Review and update partner capacity assessments. Support the development and implementation of capacity-building tools. Promote the sharing of best practices. Monitor partner capacity-building activities. Facilitate peer-to-peer learning among consortium partners. Engage stakeholders on capacity-strengthening initiatives. Support communication and visibility activities linked to the programme. The role therefore combines programme management, partnership coordination, climate resilience, local government engagement, and capacity development. Qualifications and Experience DRC requires candidates to have a minimum of six years of full-time relevant professional experience in capacity strengthening, programme coordination, and programme cycle management. Applicants should have: A bachelor’s degree in Environment, Agriculture, Natural Resource Management, Development Studies, Social Sciences, or a related discipline. Knowledge of climate-smart agriculture, resilience design, environmental or climate change issues, energy access, or biodiversity conservation. Experience working with international NGOs on donor-funded programmes. Strong programme coordination and reporting skills. Excellent communication and facilitation abilities. Strong analytical and negotiation skills. Commitment to gender equality and accountability. Ability to prioritise tasks and meet deadlines with limited supervision. Experience coordinating multi-partner programmes or consortia is highly desirable. Knowledge of local languages spoken in the programme districts and experience working with DANIDA are considered additional advantages.
