The France Excellence–DOST Scholarship, co-funded by the Embassy of France and the Department of Science and Technology–Science Education Institute (DOST-SEI), supports exceptional Filipino students pursuing master’s and doctoral studies in France. Formerly known as PhilFrance-DOST, this scholarship continues the mission established in 2016 to strengthen French–Filipino academic cooperation and empower the next generation of leaders in science, research, and innovation. This scholarship specifically covers natural science master’s and doctorate programs leading to a Diplôme National and aims to develop high-level expertise in fields critical to the Philippines’ scientific and technological development. Scholarship Benefits Support from the Embassy of France Awardees receive: Coverage of enrolment fees for master’s programs (up to EUR 3,879/year) or doctoral programs (EUR 391/year) Exemption from the CVEC (Contribution de Vie Étudiante et de Campus) Healthcare coverage including social security and supplementary insurance Discounted rates for cultural activities through Campus France Exemption from long-stay student visa fees Note: Accommodation support is no longer included; students must secure housing independently. Benefits apply strictly within the scholarship period. Support from DOST-SEI DOST-SEI provides: A monthly stipend for living expenses A round-trip economy ticket between Manila and the French host city Applicant Eligibility Applicants must: Be Filipino citizens residing in the Philippines, aged 50 or younger at application Have completed or be completing their undergraduate or master’s degree by September of the intended year of study Demonstrate excellent academic performance and good physical health Meet all admission requirements of their chosen French higher education institution, including interviews or additional screening Program Eligibility Eligible programs must: Be 100% on-site and lead to a Diplôme National or state-recognized degree Be taught in English, French, or both Duration: Master’s: 18–24 months including internships Doctorate: minimum 36 months Ineligible programs include: Degrees from non-French institutions operating in France Programs delivered on extra-France campuses Joint or dual-degree programs (e.g., Erasmus) Vocational or technical short courses Application Requirements Documents Required by the Embassy of France One-page curriculum vitae Scanned passport data page 500-word academic essay detailing motivations and societal impact Recent academic transcripts Proof of financial capacity Study program documentation: proof of application/admission, screenshots, program curriculum Doctoral applicants: letter from research director or department head Optional: proof of French proficiency and evidence of applications to other non-French Government scholarships Documents Required by DOST-SEI DOST Application Form Detailed budget plan Narrative re-entry plan NBI clearance Birth certificate Medical certificate Two academic endorsements If employed: recommendation from department head and approved leave of absence Application Procedure All applications must be submitted through the designated Google Form Physical submissions are not accepted Each application must correspond to a single program; multiple programs require separate submissions Timeline for 2026 Applications Open: December 1, 2025 Applications Close: March 17, 2026 Notification: Shortlisted candidates will be informed by email Note: Withdrawal after shortlisting without justification may result in ineligibility for future cycles.
