The Global Survivors Fund (GSF) is recruiting a Monitoring, Evaluation and Learning (MEL) Officer for a full-time hybrid position supporting programmes across Europe and Africa. The two-year role offers an opportunity to contribute to survivor-centred reparations initiatives for survivors of conflict-related sexual violence while leading evidence generation, impact evaluations, and organisational learning. About the Global Survivors Fund The Global Survivors Fund was established in 2019 by Dr. Denis Mukwege and Nadia Murad, recipients of the 2018 Nobel Peace Prize. The organisation works to expand access to reparations for survivors of conflict-related sexual violence in situations where states or other duty bearers are unable or unwilling to provide adequate support. GSF combines direct interim reparative measures with advocacy, technical assistance, and capacity building to help governments and civil society design effective reparations programmes. A survivor-centred approach remains the foundation of all its interventions. Position Overview The Monitoring, Evaluation and Learning Officer will work closely with the MEL Lead to strengthen monitoring systems, coordinate mixed-method evaluations, generate evidence, and promote learning across GSF’s growing portfolio of projects. The role supports both country-level implementation and organisation-wide MEL priorities, ensuring that data, accountability, and learning continuously improve programmes serving survivors of conflict-related sexual violence. This is a 40-hour per week hybrid position open to candidates located within UTC -1 to UTC +3 time zones across Europe and Africa. Key Responsibilities The MEL Officer will contribute across four major areas of work. Country and Global Monitoring Support monitoring activities across assigned country projects. Collaborate with country coordinators to track Key Performance Indicators (KPIs). Ensure accurate and timely reporting of programme indicators. Strengthen routine monitoring and accountability systems. Evaluation and Evidence Generation Coordinate mixed-method impact evaluations with survivors and partner organisations. Supervise ethical data collection using Kobo Toolbox. Analyse qualitative and quantitative data using Excel, Stata, Power BI, and NVivo. Produce evaluation reports, presentations, and evidence products for internal and external audiences. Learning and Adaptive Programming Facilitate lessons learned workshops and end-of-phase reviews. Identify emerging trends, best practices, and programme insights. Develop learning notes and practical MEL tools. Support evidence-informed decision-making across projects. MEL Systems and Capacity Building Contribute to theories of change and logical frameworks. Refine indicator matrices and MEL methodologies. Train partner organisations, consultants, and country teams on monitoring and evaluation practices. Provide technical support remotely and during international field missions. Required Qualifications Applicants should possess substantial experience in monitoring, evaluation, research, and learning within development or humanitarian contexts. Education Master’s degree in Social Sciences, Development Studies, Education, or a related discipline. Professional Experience Minimum 5 years of experience in MEL, research, or evaluation roles. Experience designing MEL frameworks and indicator systems. Strong authorship or contribution to evaluation reports, research publications, or learning products. Experience working with civil society organisations and diverse stakeholders. Essential Skills Successful candidates should demonstrate expertise in both technical MEL and survivor-centred programming. Key competencies include: Advanced qualitative and quantitative research skills Excellent analytical and reporting abilities Strong knowledge of ethical research and safeguarding Experience with Kobo Toolbox, Stata, Power BI, Excel, and NVivo Ability to work independently within remote international teams Excellent written and verbal communication in English Fluency in French, Spanish, or Arabic is considered an added advantage. Preferred Experience GSF particularly values candidates with experience in: Gender-based violence programming Sexual and reproductive health and rights Humanitarian or conflict-affected settings Research involving children Education programme evaluations Reparations processes and survivor-centred approaches These experiences will strengthen the organisation’s commitment to ethical, culturally responsive, and survivor-informed monitoring and evaluation practices. International Travel The position requires approximately 20% international travel to support field-based MEL activities, partner engagement, and evaluation processes across programme countries.
