The position of Regional Health Specialist within Humanity & Inclusion represents a strategic leadership role focused on advancing inclusive and equitable health systems across East, Central, and Southern Africa. Based in countries such as Addis Ababa, Kampala, or Nairobi, the role operates within a highly complex regional context shaped by overlapping humanitarian and development challenges. Context and Strategic Focus The Regional Health Specialist operates at the intersection of humanitarian response and long-term development, strengthening systems that promote resilience, inclusion, and sustainability. The role aligns with global frameworks such as World Health Organization guidance on health equity and inclusive care. Key thematic priorities include: Equitable Health Systems and Services (EHSS)Focus on strengthening inclusive healthcare aligned with Universal Health Coverage and primary healthcare systems. Sexual and Reproductive Health and Rights (SRHR)Addressing challenges such as adolescent pregnancy, gender-based violence, and limited access to contraception, despite frameworks like the East African Community SRH Bill. Early Childhood Development (ECD)Supporting children at risk of developmental delays through integrated interventions guided by the Nurturing Care Framework. Mental Health and Psychosocial Support (MHPSS)Expanding services in emergency and post-crisis settings to address rising mental health needs. Climate and Health (Planetary Health)Responding to climate-driven health risks identified by the Intergovernmental Panel on Climate Change and WHO, including disease spread and food insecurity. Core Mission and Responsibilities The Regional Health Specialist provides technical leadership under the supervision of the Technical Head of Programmes. The role ensures high-quality programme design, implementation, and scaling across multiple countries while strengthening partnerships and influencing regional health policy. Technical Leadership, Strategy & Quality Lead the development and implementation of regional health strategies aligned with global technical frameworks Provide technical guidance across programme cycles, including: Needs assessments Programme design Monitoring and evaluation Promote integrated approaches across health sectors and humanitarian-development nexus programming Ensure inclusion of cross-cutting priorities: Disability inclusion Gender and age considerations Conflict sensitivity and protection Conduct field missions, audits, and quality reviews to maintain programme standards Support emergency preparedness and inclusive health responses during crises and disease outbreaks Programme Development, Partnerships & External Influence Monitor regional trends and identify strategic opportunities for collaboration and funding Build partnerships with: Ministries of Health NGOs and UN agencies Research institutions and regional bodies such as the Africa CDC Support development of high-quality proposals, including multi-country and multi-sector initiatives Represent the organisation in: Regional health clusters Technical working groups Policy and advocacy platforms Strengthen visibility through: Publications Technical presentations Participation in regional forums Knowledge Management, Learning & Capacity Strengthening Establish systems for documenting lessons learned, innovations, and best practices Facilitate cross-country learning and communities of practice Contribute to research and evidence generation in priority health areas Integrate innovation across themes such as: Digital health Climate adaptation Gender and disability inclusion Build staff and partner capacity through: Training programmes Coaching and mentorship Technical support frameworks Support recruitment and onboarding of technical personnel Profile and Requirements The ideal candidate demonstrates strong technical expertise and leadership in public health and health systems strengthening within humanitarian and development contexts. Qualifications and Experience: Master’s degree in public health, global health, or related field Specialisation in areas such as: MHPSS SRHR ECD Health equity Minimum of 3 years’ field experience, preferably in East, Central, or Southern Africa Experience working across humanitarian and development settings Core Competencies: Strong understanding of: Social determinants of health Health equity and human rights Intersectionality Proven skills in: Strategy development Project management Capacity building Excellent communication and stakeholder engagement abilities Languages: English (mandatory) French (highly desirable) Knowledge of local languages is an asset Contract and Conditions The position offers a 24-month international contract starting 1 July 2026, with conditions tailored to the context and candidate profile.
