About the Programme Successful candidates will join the Doctoral Programme in Governance at the Hertie School and receive a Hertie PhD stipend for three years, with the possibility of an extension. The Centre for International Security The Centre for International Security conducts policy-relevant, data-driven research that combines both qualitative and quantitative approaches. The centre seeks to inform global debates on 21st-century security issues and to connect academic research with policymaking and civil society. Qualifications The Hertie School welcomes applications from candidates holding an exceptionally strong Master’s degree (or equivalent) in economics, law, political science, sociology, data science, public administration, management, or related disciplines. The Master’s degree must be completed before the start of the doctoral programme. Women and international applicants are particularly encouraged to apply. In 2026, the selection committee is especially interested in candidates whose research employs quantitative methods to explore topics such as digital authoritarianism, state repression, online contentious politics, and social movements in the digital age. However, applications addressing other research areas within international security will also be considered. Application Requirements Applicants for the Doctoral Programme in Governance must submit the following documents in English through the online application portal: Completed application form. Abstract of research proposal (maximum 400 words). Full research proposal (1,500–2,500 words excluding references). Curriculum Vitae (maximum two pages). Letter of motivation (250–400 words). Official transcripts and certificates of all completed or pending university degrees. Proof of English proficiency (can be submitted later). Applicants who have completed at least four semesters of full-time study in an English-taught programme are exempt from this requirement. In addition, applicants must indicate a preferred supervisor from among the Hertie School’s faculty: Prof. Dr. Tobias Bunde, Prof. Dr. Anita Gohdes, Prof. Dr. Marina Henke, or Prof. Dr. Julian Wucherpfennig. Two academic reference letters in English are also required. Referees will receive an automated email from the application system with upload instructions. Letters must be written on official letterhead, signed, and submitted directly by the referees through the portal. Reference letters sent by applicants or via email will not be accepted. Application Guidelines All application documents must be uploaded in PDF format and should not include any photos. Applicants can edit their materials until final submission.
