For international students planning to study in the United States in the 2027–28 academic year, the SAT is no longer an automatic requirement at every university. A growing number of institutions allow applicants to apply without submitting SAT or ACT scores, creating alternative pathways for students whose academic strengths may be better demonstrated through school results, coursework, recommendations, essays, extracurricular activities and other parts of the application. However, test-optional does not mean test-free. International applicants may still need to demonstrate English-language proficiency, provide academic transcripts and meet additional requirements depending on the university and their educational system. For students from Africa and other parts of the Global South, understanding the difference is essential before preparing a U.S. university application. What Does Test-Optional Mean for International Students? A test-optional university allows eligible applicants to decide whether they want their SAT or ACT scores considered during the admissions process. This means a student without an SAT score can still submit an application and be reviewed using other components of the application. For example, the University of Illinois Urbana-Champaign states that ACT/SAT scores are optional for all first-year applicants, including international students and applicants to all majors. It also explains that applicants who do not submit scores are evaluated through holistic review. Northeastern University similarly states that SAT and ACT scores are optional and that applicants who apply without standardized testing will not be disadvantaged. Its policy applies to students from both U.S. and international high schools. APPLY FOR OPPORTUNITIES IN THE USA HERE Universities to Consider for SAT-Optional Applications International students researching 2027–28 admission can investigate universities that currently publish test-optional policies for international applicants. Some examples include: University of Illinois Urbana-Champaign – ACT/SAT scores are optional for international first-year applicants and are not required for any major. Northeastern University – SAT/ACT scores are optional, including for international high-school applicants. Applicants without scores remain eligible for admission, honors consideration and merit scholarship consideration. Tufts University – undergraduate applicants can choose whether to submit SAT or ACT scores. Tufts also evaluates international applicants in the context of their national education systems. University of Rochester – the university describes itself as test-optional, meaning standardized testing is not required as part of the application. International students must still meet English-proficiency requirements unless eligible for a waiver. University of South Carolina – its published policy states that the test-optional approach applies to international freshman applicants for fall, spring and summer 2027. University of Alabama at Birmingham (UAB) – for Summer/Fall 2027, students with a 3.5+ weighted high-school GPA can apply without SAT/ACT scores for admission and merit scholarship consideration. UAB says this includes international students. University of Oregon – international students have historically not been required to submit SAT/ACT scores for admission, although English-proficiency requirements may still apply. Students should always verify the policy for their specific entry term, degree programme and applicant category before applying because admissions policies can change. SAT-Optional Does Not Mean English-Test Optional One of the most important points for international applicants is that SAT/ACT requirements and English-language requirements are separate. A student may be allowed to apply without the SAT but still need to submit an accepted English-proficiency test. For example, Northeastern states that non-native English-speaking applicants must continue to demonstrate English proficiency unless they qualify for a waiver. Tufts also maintains English-proficiency requirements for certain international applicants, with accepted examinations including TOEFL, IELTS, PTE and Duolingo English Test. Therefore, students should not assume that eliminating the SAT eliminates all standardized testing. What Can Replace the SAT in Your Application? When applying test-optional, applicants need to make the rest of their application particularly clear and convincing. Important components can include: Strong secondary-school grades Rigorous academic coursework National examination results A well-written personal essay Teacher or counselor recommendations Meaningful extracurricular activities Leadership and community involvement Research, volunteering or work experience Academic awards and achievements Evidence of English-language proficiency where required For international students, academic context can also matter. Tufts, for example, states that it evaluates candidates within the context of their national academic systems and has experience reviewing qualifications such as GCSEs, GCE A-Levels, the French Baccalaureate, IB and Abitur. Should You Submit an SAT Score If You Have One? Test-optional does not automatically mean that students should never submit SAT scores. The decision should depend on the individual university’s published policy and the strength of the applicant’s overall profile. Tufts, for example, says that SAT/ACT scores can provide evidence of academic preparation and currently gives applicants guidance about when submitting scores may be useful. Students who have a strong score may therefore want to investigate whether submitting it could strengthen their application. Students whose scores do not accurately represent their academic preparation may instead consider applying without them where the university permits that option. The key is to make the decision university by university, rather than assuming one strategy works everywhere. How International Students Can Build a Strong Test-Optional Application Students preparing for 2027–28 admission should begin well before application deadlines. A practical preparation checklist includes: Create a university shortlist based on programme, affordability, location and international-student support. Check the current SAT/ACT policy on every university’s official admissions website. Check English-language requirements separately. Research scholarship and financial-aid rules, because funding policies may differ from admission policies. Prepare transcripts and examination certificates early. Build a strong academic profile through relevant subjects and challenging coursework. Develop meaningful extracurricular activities rather than collecting activities solely for an application. Prepare essays that explain goals, experiences and academic interests clearly. Request recommendation letters early. Check country-specific documentation requirements for international applicants. Can Students From Africa Apply Without the SAT? Yes, where a university’s published policy allows international applicants to apply test-optional. The University of Illinois explicitly includes international applicants in its test-optional policy, while Northeastern states that applicants from international high schools can choose whether to submit SAT or ACT results. This can be particularly useful for students who have limited access to testing centres or who face financial and logistical barriers to taking standardized examinations. However, students should never rely on a general statement such as “U.S. universities no longer require the SAT.” Requirements differ by institution, programme, applicant type and admission cycle. Study in the USA Without SAT: What Students Should Remember The 2027–28 U.S. admissions cycle provides international students with more opportunities to investigate test-optional pathways, but careful research remains essential. A strong application without SAT scores should demonstrate academic readiness through grades, curriculum, achievements, recommendations, essays and other evidence. At the same time, international students must pay close attention to English proficiency, financial requirements, documentation and programme-specific rules. Most importantly, applicants should use official university admissions pages rather than relying on outdated social-media lists or general claims about test-optional universities. For students planning to begin university in 2027, the best time to research policies, prepare documents and identify suitable scholarships is before applications open.
