Eligibility Requirements Applicants must meet strict eligibility criteria in addition to general Fulbright prerequisites. Key requirements include: Applicants must be registered for a Ph.D. at an Indian institution on or before 1 November 2025 The expected Ph.D. thesis submission date must be at least three months after the fellowship end date The fellowship is intended only for pre-doctoral research candidates Additional requirements include: A clear statement of research need and justification for U.S.-based study Identification of relevant U.S. host institutions and resources A recommendation letter from the Ph.D. supervisor outlining: Research progress Fellowship necessity Registration date and thesis topic Submission of an employer endorsement (if employed), confirming study leave approval Upload of relevant academic writing samples (maximum 20 pages), such as: Published or presented research papers Extracts from Master’s or M.Phil. dissertations Important restrictions: Government of India and state government employees, including civil servants and bureaucrats, are not eligible Researchers from approved national laboratories and institutions (such as CSIR, IITs, IISc, ISRO, DRDO, ICAR, ICMR, DBT, and similar organisations) are eligible Candidates who already hold a Ph.D. or are in the final submission stage are not eligible Application Process and Deadline The application process is fully online and highly competitive.
