Through data-driven approaches, 3iS supports partners in targeting assistance to the world’s most vulnerable populations while strengthening the capacity of local authorities and institutions. Operating across complex humanitarian and development contexts, 3iS combines technical expertise with a strong commitment to ethical data use, community engagement, and evidence-based decision-making. Purpose of the Global Talent Pool 3iS is expanding its global talent pool to connect with qualified professionals for potential future opportunities that are dependent on funding availability. While there may not be an immediate vacancy aligned with every profile, this initiative allows 3iS to proactively engage with skilled individuals and quickly mobilise expertise when new projects arise. Professionals accepted into the talent pool may be contacted for short-term or long-term roles and will receive a tailored Terms of Reference should they be shortlisted for an interview. Profiles of Interest 3iS is seeking to connect with professionals experienced in one or more of the following roles: Information Management Officer Data Analysis Expert Data Visualization Expert Geographic Information Systems (GIS) Expert Monitoring, Evaluation, Accountability and Learning (MEAL) Expert Artificial Intelligence (AI) Expert Software Developer High-Level Scope of Work The responsibilities outlined below are indicative and may vary depending on project needs. Information Management Officer Design, implement, and maintain information management systems Support assessments and needs analyses, including humanitarian needs overviews, secondary data reviews, situational analyses, and multi-sector assessments Develop and deliver tailored capacity-building training, both in-person and online Produce maps, dashboards, infographics, and reports using tools such as QGIS, ArcGIS Pro, Power BI, Tableau, or Adobe Creative Cloud Data Analysis Expert Design data collection methodologies and indicator frameworks Compile, clean, triangulate, and analyse primary and secondary datasets Generate actionable insights using tools such as Excel, R, Python, or SPSS Data Visualization Expert Translate complex datasets into clear and compelling dashboards, infographics, and reports Design visual assets aligned with the 3iS Style Guide Support user interface design for web platforms and chatbot solutions GIS Expert Prepare and geo-reference datasets for spatial analysis Conduct spatial analysis and remote sensing to support evidence-based decision-making Integrate semantic GIS components into information systems MEAL Expert Develop theories of change and monitoring, evaluation, and learning frameworks Collect and analyse qualitative and quantitative data through surveys, interviews, and focus group discussions Monitor project performance and support adaptive management AI Expert Design and develop AI-driven chatbots, assistants, and agents Deploy and optimise Large Language Models for unstructured data processing Build predictive and classification models using machine learning techniques Developer Gather requirements and develop web-based and AI-enabled solutions Maintain, troubleshoot, and improve existing systems Produce technical and user documentation to support sustainability Required Skills and Competencies Strong written and verbal communication skills Ability to work with quantitative and qualitative, structured and unstructured data Proficiency in relevant tools and software for the applied role Excellent time management and ability to meet deadlines Strong interpersonal skills and ability to collaborate in diverse teams Critical thinking, adaptability, and problem-solving under pressure Experience and Education Minimum of three years of professional experience in a relevant field Prior experience in the humanitarian or development sector is strongly preferred Customer-focused experience in information management support is an asset Bachelor’s or Master’s degree in a related discipline Language Requirements Fluency in English is essential Fluency in additional languages is highly desirable and should be clearly indicated Accountability to Beneficiaries All 3iS personnel are expected to uphold accountability to affected populations in line with international standards. This includes actively engaging communities as equal partners in the design, monitoring, and evaluation of programmes and ensuring ethical and responsible data use.
