ACAPS, an independent humanitarian analysis organization based in the Netherlands, is expanding its roster of expert consultants. This initiative aims to integrate a broad spectrum of skills and perspectives into its analytical work. ACAPS seeks senior consultants with extensive experience in humanitarian analysis or technical expertise to contribute to its mission of evidence-based humanitarian action. Area of Expertise The organization is looking for consultants specializing in: Conflict analysis and conflict sensitivity Dynamics of conflicts and their interactions with humanitarian needs, including sectarian tensions and civil unrest Social and economic impacts of violence Conflict dynamics affecting humanitarian access Type of Engagement Consultants may be engaged for various types of work: One-off Support Short-term engagement for specific deliverables, lasting from a few hours to several days Tasks may include reviewing documents, conducting a single training session, or providing expert input on a report Short-Term Support Engagements lasting from a few weeks up to three months Focus on achieving defined objectives, such as supporting project proposals, contributing to a series of outputs, or implementing short-term capacity-building initiatives All consultants are expected to adhere to ACAPS’ ways of working and quality standards, including editorial guidelines and product typology. Work Location and Contract Primarily home-based, with occasional travel required depending on the assignment Successful consultants will receive a 12-month Service Agreement issued by ACAPS Stichting, Netherlands Work will be assigned via Scopes of Work (SoW) specifying outputs, duration, deadlines, and fee rates Inclusion on the roster does not obligate consultants to accept work, nor does it guarantee assignments Consultants must comply with ACAPS terms, hold adequate insurance, and adhere to the ACAPS Code of Conduct. Fee Range Indicative daily rates: €300–€500, exclusive of VAT Rates vary according to the scope, seniority required, duration, and travel requirements ACAPS reserves the right to adjust fees but will communicate transparently Consultant Profile Applications will be assessed based on: Technical Expertise: Relevant experience in the specified area of expertise Humanitarian Expertise: Experience within the humanitarian sector ACAPS Experience: Familiarity with ACAPS methods and ability to integrate with minimal onboarding Price: Alignment with the ACAPS daily fee range Application Process Proposals must be submitted by 17 February 2026 and include: Expertise and Experience: Description of relevant experience and examples of similar assignments Relevant Projects: Annex of previous assignments or projects Financial Details: Daily rate in Euros, excluding VAT References: Contact information for at least two references Applicants may submit proposals to multiple areas of expertise. Each area requires a separate application, but the same proposal can be reused. Proposals for multiple areas can be up to five pages, excluding work samples or case studies. Selection for the roster does not guarantee work, and acceptance of roster membership does not obligate consultants to accept assignments. All selected consultants will undergo ACAPS vetting and verification. About ACAPS ACAPS is dedicated to ensuring that humanitarian decisions are evidence-driven.
