Who Acted Is Looking For Acted is seeking a Business Development Manager with strong experience in humanitarian and development programming, paired with a clear climate and environmental conscience. The ideal candidate is entrepreneurial, opportunity-driven, and comfortable navigating the complexities that arise when human vulnerability and environmental crises intersect. This individual demonstrates the ability to adapt strategies to different contexts, connect diverse stakeholders, and take informed risks to achieve results. They balance ambition with humility and principles with practical decision-making, while contributing to Acted’s long-term strategic positioning. Job Purpose The Business Development Manager (BDM) supports the Country Director in translating country-level strategic priorities into concrete funding opportunities, partnerships, and high-quality proposals within an increasingly competitive and fragmented funding landscape. Under the guidance of the Country Director, the BDM operationalises Acted’s country positioning and business development strategy. This includes leading project development, donor engagement, and partnership-building across a diversified financing portfolio that spans traditional humanitarian and development donors, climate finance mechanisms, and private-sector or investment-oriented partners. The role ensures the development of compliant, timely, and technically strong proposals, while overseeing grant and partnership management throughout the project lifecycle. The BDM also strengthens internal coordination across country teams and headquarters, while enhancing Acted’s visibility, credibility, and influence with external stakeholders. Key Duties and Responsibilities Positioning, Business Development, and Fundraising The Business Development Manager supports strategic analysis and positioning by: Analysing socio-economic, humanitarian, climate, and political contexts, with a focus on funding trends and donor priorities Monitoring developments in humanitarian aid, climate finance, and private-sector engagement Mapping and maintaining relationships with donors, partners, and stakeholders Contributing to country programme and business development strategies aligned with Acted’s global priorities Translating programme evidence and learning into compelling value propositions Identifying strategic shifts and emerging partnership opportunities Proposal Development and Contracting The role leads and coordinates fundraising processes by: Managing the development of Expressions of Interest, concept notes, and full proposals Ensuring strategic alignment, technical quality, financial realism, and donor compliance Coordinating closely with programme, MEAL, FLATS, and headquarters teams Supporting donor and partner negotiations and reviewing contracts prior to signature Fundraising and Partnership Development Traditional Humanitarian and Development Donors Identifying and pursuing funding opportunities with bilateral donors, UN agencies, pooled funds, and multilateral institutions Acting as a focal point for donor communication and coordination of donor field visits Climate Finance Mechanisms Supporting the development of climate finance opportunities such as GCF and FRLD Contributing to climate-relevant concepts aligned with national climate frameworks Engaging with national climate institutions and coordination platforms Private-Sector and Investment-Oriented Partnerships Exploring partnerships with private-sector actors, foundations, and financial institutions Supporting innovative engagement models beyond traditional corporate social responsibility Contributing to due diligence, risk analysis, and internal coordination processes Grant and Partnership Management The Business Development Manager ensures effective grant oversight by: Communicating contractual obligations and reporting requirements to relevant teams Overseeing high-quality narrative reporting aligned with financial reports Managing donor follow-ups, amendments, and compliance requirements Supporting partner grant management and reporting compliance Management, Coordination, and Capacity Building The role includes leadership and capacity strengthening responsibilities: Managing the Business Development Department team Coaching and mentoring staff in donor intelligence, proposal development, and diversified financing Facilitating coordination between field, capital, regional, and headquarters teams Ensuring proper documentation, filing, and knowledge management Terms of Appointment Salary: EUR 50,000–60,000 gross per year, plus USD 300 monthly living allowance Contract: One-year fixed-term contract, renewable Accommodation: Housing allowance up to 75% of benchmark or shared guesthouse option Benefits: Health, life, repatriation, unemployment insurance (EU citizens), pension contribution, and psychological support Flights: Home flight every six months and up to 100kg luggage allowance Leave: 25–43 days annually, depending on duty station Preparation: One-week pre-departure training in Paris, including security training How to Apply Candidates should submit a CV and motivation letter via email to jobs@acted.org, referencing [BDM], or apply through Acted’s official recruitment platform.
