This role offers a strong opportunity for early- to mid-career humanitarian professionals to contribute to high-quality programme design, fundraising, and grant management within a dynamic and impact-driven organisation. For over 30 years, Acted has worked at the forefront of humanitarian action, supporting more than 27 million people across 43 countries. Acted’s Strategy in Kenya Acted’s Kenya strategy is grounded in the 3ZERO approach, recognising the interconnected nature of poverty, social exclusion, marginalisation, and climate change. Programmes in Kenya aim to deliver integrated and sustainable solutions that strengthen resilience and promote inclusive development. Strategic priorities include: Supporting local civil society organisations to lead humanitarian action Enhancing climate resilience through ecosystem restoration in partnership with communities Accelerating innovative and entrepreneurial solutions to climate and social challenges Empowering women, youth, and marginalised groups to lead and take agency across programmes Key initiatives include the SHE-GROW Africa Programme (2025–2027), which focuses on strengthening women-led, climate-resilient enterprises across East, West, and North Africa, and the THRIVE Programme (2024–2026), which promotes social cohesion between host communities and refugees through ecosystem restoration and livelihood development. Role Overview The Country Project Development Officer contributes to the development of high-quality project proposals aligned with Acted’s global and country strategies and supports effective grant management and donor reporting. The PDO plays a key role in internal coordination across departments and contributes to Acted’s external communication and visibility efforts. This position requires strong analytical, coordination, and communication skills, as well as the ability to work effectively in a fast-paced, multicultural humanitarian environment. Key Roles and Responsibilities Fundraising and Context Analysis Analyse Kenya’s socio-economic context, donor priorities, needs, and funding gaps Conduct regular stakeholder and 3W (Who does What, Where) analyses Identify and track funding opportunities aligned with Acted’s strategic priorities External Relations Maintain regular working relationships with donors Engage with NGOs, UN agencies, clusters, working groups, consortia, and academia Maintain and regularly update stakeholder and donor directories Support reporting to national and local authorities in line with legal requirements Represent Acted in clusters and working group meetings when required Proposal Development and Contracting Contribute to the development of expressions of interest, concept notes, and full proposals Liaise with AMEU on assessments and logical framework development, including SMART indicators Coordinate with Area Coordinators, Project Managers, Technical Coordinators, and FLATS teams Integrate lessons learned and best practices from previous projects into new proposals Support timely responses to donor feedback and contract reviews in coordination with HQ Grant Management and Reporting Contract Follow-Up Ensure teams are aware of contractual obligations, reporting timelines, and visibility requirements Flag risks related to implementation, timelines, or budgets and coordinate mitigation measures Reporting Participate in project kick-off and close-out meetings and take meeting minutes Draft high-quality narrative reports in coordination with HQ GMU and finance teams Integrate monitoring, evaluation, accountability, and learning data into reports Ensure coherence between financial and narrative reports Support monthly updates of the Reporting Follow-Up (RFU) Partner Coordination Liaise with partners on grant agreements in coordination with HQ Ensure partners comply with reporting and donor requirements Management, Coordination, and Communication Supervise and mentor Project Development Interns and/or Assistants when applicable Facilitate interdepartmental communication and information sharing across field, country, and HQ levels Ensure timely documentation and sharing of coordination meeting minutes Maintain proper filing systems for contractual and project documentation Update the office Resource Centre with relevant internal and external resources External Communication Contribute to Acted’s external communication strategy through project updates, stories, and visuals Support the development and dissemination of country-level communication and visibility materials Assist in documenting programme progress for Acted newsletters, websites, and annual reports Required Qualifications and Competencies Education and Experience Master’s degree in International Relations, Development Studies, Political Science, or a related field One to two years of relevant professional experience Demonstrated experience in proposal writing and donor relations Core Skills Excellent written and spoken English Strong analytical, negotiation, and interpersonal skills Ability to work under pressure in a multicultural and fast-paced environment Conditions and Benefits Monthly salary between €1,600 and €1,800 (before income tax), depending on experience and context Monthly living allowance of USD 300 Accommodation and meals provided in Acted guesthouse Health, life, pension, and repatriation insurance Visa fees and flight tickets every six months covered Contribution to luggage transportation (up to 100 kg) Annual leave ranging from 25 to 43 days Pre-departure and in-country security training Tax advisory support and psychological assistance How to Apply Interested candidates should submit a cover letter and CV to: jobs@acted.orgReference: PDO/KEN Applications will be reviewed on a rolling basis.
