Action Against Hunger, a leading international humanitarian organisation focused on ending global hunger, has announced a new vacancy for a MERL & Digital Data Quality Officer based in Kashojo, Uganda. The position forms part of the organisation’s ongoing efforts to strengthen monitoring, evaluation, reporting, learning (MERL), and digital data systems across its field programmes. The role supports Action Against Hunger’s mission to reach millions of people worldwide through nutrition, food security, and resilience-building interventions. The organisation currently operates in more than 55 countries and supports millions of beneficiaries annually through community-based programming. The Uganda-based role will focus on improving data quality, strengthening digital systems, and ensuring evidence-based decision-making across agricultural and livelihoods programmes. Strengthening Data Systems for Humanitarian Impact The MERL & Digital Data Quality Officer will play a central role in designing and managing monitoring frameworks that guide programme implementation and reporting. The position requires strong technical expertise in data systems, field monitoring, and digital tools used in humanitarian and development programming. Working closely with field teams, the officer will ensure that high-quality, reliable data is collected, analysed, and used to inform programme decisions and donor reporting. The role is essential for ensuring accountability, transparency, and measurable impact in agriculture, resilience, and food security initiatives supported by Action Against Hunger in Uganda. Key Responsibilities of the MERL & Digital Data Quality Officer The successful candidate will be responsible for designing, implementing, and maintaining robust monitoring and evaluation systems across project activities. MERL System Design and Implementation Core responsibilities include: Developing project-specific MERL plans aligned with results frameworks Defining indicators, data sources, collection methods, and reporting frequency Designing tools for data collection, verification, and reporting Ensuring alignment with donor reporting requirements Digital Data Systems and Field Implementation The officer will also lead the deployment of digital data tools, including: Setting up data collection systems using platforms such as Kobo Toolbox, ODK, or CommCare Training field staff and community-based facilitators on digital data collection methods Supporting geo-tagging, attendance tracking, and beneficiary verification systems Ensuring compliance with ethical standards in data collection Data Quality Assurance and Reporting A key component of the role involves maintaining data accuracy and integrity through: Routine data quality checks and validation processes Beneficiary verification and supervisory data reviews Cleaning and management of datasets Preparation of monthly, quarterly, and annual reports Development of dashboards and analytical tools using Excel or Power BI Learning, Documentation and Knowledge Sharing The officer will contribute to organisational learning by: Documenting success stories and field innovations Producing case studies and learning briefs Supporting reflection meetings and adaptive management processes Contributing evidence-based insights for programme improvement Required Qualifications and Experience Applicants must hold a Bachelor’s degree in a relevant field such as: Monitoring and Evaluation Statistics Agriculture Economics Development Studies Information Systems Or related disciplines In addition, candidates should have: At least five years of experience in MERL roles Experience in agriculture, livelihoods, resilience, refugee programming, or donor-funded projects Strong technical skills in digital data systems and tools Technical Skills and Digital Competencies The role requires strong proficiency in digital monitoring and evaluation systems. Essential skills include: Kobo Toolbox, ODK, or CommCare Excel and Power BI for data analysis and reporting Data quality assurance techniques Development of dashboards and tracking systems Experience with large institutional donor reporting systems (advantageous) These competencies are critical for ensuring accurate data collection and supporting evidence-based decision-making across field operations. Key Deliverables The MERL & Digital Data Quality Officer will be expected to produce several key outputs, including: Comprehensive MERL plan and data collection tools Fully functional digital reporting systems Data quality assurance reports and validation outputs Regular monitoring and evaluation reports (monthly, quarterly, annual) Beneficiary databases and performance dashboards Learning products and case studies documenting programme impact Supporting Hunger Reduction and Resilience Building in Uganda Action Against Hunger continues to implement programmes focused on addressing the root causes of hunger, including climate change, conflict, inequality, and food insecurity. In Uganda, the organisation works across agricultural development and resilience-building initiatives aimed at improving livelihoods and food production systems. The MERL & Digital Data Quality Officer will play a vital role in ensuring that these interventions are properly monitored, evaluated, and improved through high-quality data systems. By strengthening digital monitoring tools and supporting field teams, the role contributes directly to improving programme effectiveness and accountability to donors and communities.
