Action contre la Faim (ACF) is seeking an experienced Grants and Partnership Head of Department to lead fundraising, grants management, and partnership strategy for its operations in Afghanistan. This senior, full-time, on-site role is critical to strengthening the country office’s funding portfolio, ensuring donor compliance, and supporting high-quality humanitarian programming. The position is based in Afghanistan, with one vacancy available. Role Overview The Grants and Partnership Head of Department is responsible for overseeing the full grants management cycle and partnership strategy within the country office. The role ensures that funding opportunities are strategically pursued, proposals are of high quality, reporting obligations are met, and partnerships are aligned with ACF’s localisation and programmatic objectives. This position leads the grants team, strengthens internal systems and processes, and serves as a key liaison with institutional donors. The role also contributes to broader country office strategy, ensuring that funding priorities align with operational capacity and humanitarian needs. Key Responsibilities Grants Management and Funding Strategy Lead the development, implementation, and continuous improvement of grants management processes across the full project cycle Ensure quality, efficiency, and compliance with donor and organisational requirements Coordinate and lead high-quality proposal development in collaboration with programme and operations teams Support the design and execution of the country funding strategy Reporting and Donor Engagement Lead all internal and external reporting processes, ensuring accuracy, timeliness, and consistency Maintain strong, long-term relationships with institutional donors Represent ACF in donor communications and funding-related discussions Team Leadership and Capacity Building Manage the grants team and provide clear leadership and direction Build the technical capacity of grants staff and other relevant departments involved in grants management Promote cross-departmental collaboration and shared accountability Partnerships and Localisation Provide strategic oversight of partnership development and localisation initiatives Ensure partnerships are aligned with ACF standards, values, and gender commitments Promote and demonstrate personal commitment to Gender Equality and ACF Gender Minimum Standards Candidate Profile The ideal candidate brings strong technical expertise in humanitarian fundraising, excellent leadership skills, and the ability to operate effectively in complex and high-pressure environments. Key requirements include: A university degree in fundraising, public relations, communications, development studies, humanitarian aid, international relations, or a related field A minimum of 5 years of experience in humanitarian or development fundraising with institutional donors Demonstrated experience working within NGOs in grants, partnerships, or related roles Strong proposal and report-writing skills, with familiarity with donor terminology and compliance requirements Proven ability to work independently under pressure and meet tight deadlines Strong people management skills, including leadership, flexibility, results orientation, and capacity building Excellent English writing, communication, and interpersonal skills Employment Conditions and Benefits For national applicants: 12-month contract under ACF Afghanistan national salary and employment conditions For international applicants: 12-month fixed-term contract under French legislation Monthly gross salary between €2,597 and €2,968, depending on experience (including 13th month) Pension insurance reimbursement for non-French citizens (16% of gross monthly salary) Annual salary increase of 6% after each 12 months of continuous contract Monthly per diem and living allowance Monthly country allowance Cold allowance for winter equipment in severe climates Child allowance (subject to conditions) Full coverage of transportation, accommodation, and guest house Comprehensive medical and repatriation insurance for staff and dependents Paid leave, rest and recuperation benefits, and airfare reimbursement Professional development, accompaniment, and training opportunities Field travel to locations including Ghor, Dikundi, Badakhshan, and Helmand Application Process Interested candidates are invited to apply through the official application link provided in the job announcement.
