Overview The African Center for Economic Transformation (ACET) has announced a vacancy for the position of Head of Program Delivery and Impact. This senior leadership role is central to enhancing the organisation’s ability to design, manage, and deliver high-impact programmes that support Africa’s economic transformation. The position can be based in Accra or performed remotely, reflecting ACET’s flexible and globally connected operational model. The role sits within ACET’s Senior Leadership Team (SLT), collaborates extensively with the Executive Leadership Team (ELT), and reports directly to the Chief Operating Officer (COO). It is designed for an experienced professional capable of steering program delivery systems, strengthening monitoring and evaluation functions, and aligning project outcomes with ACET’s strategic mission. About ACET ACET is a leading Pan-African economic policy institute dedicated to advancing sustainable and inclusive transformation across the continent. The organisation partners with African governments, private sector actors, and civil society to identify and dismantle policy barriers that limit long-term growth. Headquartered in Accra, Ghana, ACET operates with a diverse and international staff spanning several continents. Purpose of the Position The Head of Program Delivery and Impact is responsible for ensuring the successful design, execution, and evaluation of ACET’s programmes and projects. The role-holder leads organisational efforts to achieve measurable results, maintain accountability, and uphold the rigorous standards required to meet ACET’s Project Delivery Drive (PDD) targets. The position supports operational excellence by integrating strategic planning, performance management, and evidence-based decision-making into program delivery. Strategic Leadership Responsibilities The successful candidate will play a pivotal role in advancing ACET’s ambition to operate as a world-class policy and research institution. Key responsibilities include: Developing and implementing strategies that strengthen programme and project delivery across the organisation. Overseeing a broad and diverse portfolio of initiatives, ensuring that resources are allocated effectively to maximise impact. Enhancing organisational visibility and reputation by contributing to communication strategies that highlight ACET’s results. Providing leadership for an effective project delivery model that supports research, policy engagement, and advocacy objectives. Building strong relationships with donors, partners, and other key stakeholders, in close coordination with the Head of Partnerships. Contributing to organisational policies and procedures that reinforce high standards for project delivery and impact assessment. Ensuring that the Project Management Office and the Monitoring, Evaluation and Learning (MEL) team guide projects toward meaningful outcomes. Anticipating and mitigating risks that may affect project continuity or performance. Promoting a culture of learning, innovation, and knowledge sharing within teams. Program Management and Delivery Functions The role also requires comprehensive oversight of project performance and organisational learning processes. Core duties include: Designing and implementing monitoring and evaluation frameworks that measure project outcomes and long-term impact. Assessing results and balancing technical insights with program management considerations. Presenting detailed performance reports to donors and stakeholders, ensuring transparency and accountability. Overseeing budget development, financial planning, and expenditure monitoring to ensure efficient use of resources. Integrating lessons learned and best practices into ongoing and future projects to support continuous improvement. Collaborating with the Human Resources Manager to identify training needs and implement capacity-building initiatives. Performing additional duties as required to advance ACET’s mission. Candidate Profile The ideal candidate will hold a postgraduate degree in International Development, Project Management, Monitoring and Evaluation, or a related discipline. Professional certifications such as Project Management Professional (PMP) or Six Sigma are strongly preferred. Applicants should have at least seven years of demonstrated experience managing complex projects within a policy or international development environment. Essential skills include expertise in impact measurement and reporting, familiarity with donor-funded programmes, strong analytical abilities, effective communication skills, and demonstrated leadership capacity. The ability to work in French is considered an asset.
