The African Center for Economic Transformation has announced an exciting opportunity for experienced development and digital policy professionals to join its Inclusive Digital Economy Project as a Technical Lead. Overview of the Inclusive Digital Economy Project The Inclusive Digital Economy Project aims to strengthen disability-inclusive digital transformation policies across Africa. The program is expected to run for five years and focuses on ensuring young people with disabilities gain access to meaningful employment opportunities in the digital economy. The project is built around three major pillars: Understanding the digital inclusion landscape Learning and knowledge sharing Influencing policy and advocacy The selected Technical Lead will oversee implementation and strategic coordination of these activities. Key Responsibilities of the Technical Lead The consultant selected for the role will provide both strategic and operational leadership. Responsibilities include managing partnerships, monitoring outcomes, supporting stakeholder engagement, and ensuring project deliverables meet international standards. Core duties include: Leading and coordinating the Inclusive Digital Economy Project Supervising project consultants and staff Representing ACET during donor meetings and advocacy engagements Supporting reporting, communication, and media activities Providing strategic guidance on disability-inclusive digital economies Managing relationships with partners and stakeholders The consultancy role is expected to require approximately 110 working days annually, averaging around nine days each month. Focus Areas of the Project Understanding the Landscape One of the most important deliverables involves establishing an African digital economy policy monitor or observatory. This initiative will help track inclusive digital policies across African countries. Tasks include: Mapping digital inclusion policies across Africa Monitoring parliamentary approval and implementation processes Identifying key digital inclusion stakeholders Coordinating data collection and platform updates Producing continuous monitoring reports Learning and Knowledge Sharing The project also emphasizes policy learning and peer collaboration through research and engagement activities. Expected outputs include: Cross-country policy comparisons Macroeconomic modelling Scenario planning Policy analysis reports Virtual policy dialogues Peer learning events The consultant will oversee at least five research outputs and four knowledge-sharing engagements. Advocacy and Policy Influence The influencing component seeks to strengthen engagement with regional institutions such as the African Union and other regional bodies. Activities include: Developing advocacy campaigns Supporting African dialogue on inclusive digital economy policy Organizing stakeholder engagements Facilitating virtual policy discussions Encouraging implementation of the AU Digital Transformation Strategy Qualifications and Experience Required ACET is searching for highly experienced professionals with a strong understanding of Africa’s digital policy ecosystem. Preferred qualifications include: More than 10 years of experience in international development or global policy Strong knowledge of Africa’s digital economy landscape Experience with disability inclusion, gender equality, and economic inclusion Proven ability to manage multi-stakeholder initiatives Strong communication and stakeholder engagement skills Ability to combine project management with thought leadership Willingness to travel regularly Additional language skills in French or Arabic will be considered an advantage but are not mandatory.
