The African Union (AU) is inviting qualified experts to apply for an Individual Consultancy to Conduct a Gender and Youth Mainstreaming Audit 2025. Application Deadline: 16 March 2026Bid Number: AUC/AfDB/CS/IC/021 About the Consultancy The African Union Commission is seeking an experienced consultant to carry out a comprehensive gender and youth mainstreaming audit. The audit will assess how effectively gender equality and youth inclusion are integrated into AU policies, programs, and institutional processes. The consultancy will help identify gaps, strengths, and opportunities for improvement in mainstreaming gender and youth priorities across the Commission’s work. This initiative supports the AU’s commitment to ensuring that women and young people are fully integrated into development planning and decision-making across Africa. Purpose of the Gender and Youth Mainstreaming Audit The main goal of the audit is to evaluate how gender and youth considerations are incorporated into the African Union Commission’s policies, strategies, and programs. Specifically, the audit will aim to: Assess existing institutional frameworks for gender and youth integration Evaluate how effectively gender and youth priorities are implemented across departments and projects Identify institutional gaps and barriers to effective mainstreaming Provide practical recommendations to strengthen gender- and youth-responsive policies and programming The findings will help guide future AU strategies and contribute to building more inclusive governance systems across the continent. Scope of Work The selected consultant will be responsible for conducting a detailed institutional assessment and producing recommendations for improvement. Key responsibilities include: Reviewing relevant AU policies, strategies, and operational frameworks Assessing institutional practices and procedures related to gender and youth mainstreaming Conducting stakeholder consultations and interviews where necessary Analysing data and identifying gaps in gender and youth inclusion Preparing a comprehensive audit report with actionable recommendations The final report will provide guidance on how the African Union Commission can better integrate gender equality and youth empowerment across its programs.
