By working with regulatory bodies, central banks, and financial institutions, the foundation addresses technical, regulatory, and structural barriers to promote universal access to digital financial services—particularly for financially excluded populations. Role Overview & Key Objectives The Research and Advocacy Specialist will bridge the gap between credible research and policy influence across Africa’s digital payment ecosystem. Operating across the full “evidence-to-influence” cycle, the specialist will generate evidence, formulate advocacy strategies, prepare executive briefings, and track policy outcomes. Key objective areas include: Evidence Strategy & Planning: Defining annual research agendas and identifying evidence gaps affecting payment policy reforms. Applied Research & Analysis: Conducting primary/secondary research, comparative country studies, and political-economy analyses on instant payment systems, digital public infrastructure, open finance, and consumer protection. Advocacy Execution: Translating technical findings into policy briefs, position papers, executive memos, and targeted advocacy campaigns for central banks, regulators, and industry leaders. Leadership Support: Equipping organizational leadership with decision-focused talking points, briefing materials, and engagement strategies for policy dialogues. Eligibility & Qualifications Essential Requirements: Education: Master’s degree in Public Policy, Economics, Finance, Development Studies, Law, Political Science, or a related field. Experience: Minimum of 7 years of experience in applied research, policy analysis, advocacy, financial inclusion, digital financial services (DFS), or payment systems. Technical Skills: Proficiency in research synthesis protocols (e.g., PRISMA 2020, PRISMA-P). Reference management tools (Zotero, EndNote). Qualitative coding and analysis software (NVivo, ATLAS.ti). Regional Knowledge: Deep understanding of African DFS policy, regulatory environments, and instant payment contexts. Language: Fluency in English is required. Desirable Qualifications: Direct background in instant payment systems, payment-system governance, or digital public infrastructure. Multi-country or multi-region work experience across Africa. Bilingual proficiency in English and French.
