The Amal Healing & Advocacy Center has issued a call for applications for an International Fundraising and Resource Mobilization Consultant to support the organization’s efforts to strengthen financial resilience, diversify funding sources, and develop donor-ready proposals. The consultancy is designed to help the organization respond to ongoing funding constraints affecting women-led civil society organizations working in the Syria and Türkiye humanitarian context. It focuses on building long-term sustainability through structured fundraising systems and strategic donor engagement. Applications close on 1 June 2026. Organizational Context: Supporting Women Affected by Conflict and Displacement The Amal Healing & Advocacy Center is a Syrian women-led and refugee-led organization founded in 2014 and registered in Türkiye in 2017 and Syria in 2025. The organization delivers integrated programming for Syrian women, including: Legal aid and access to justice support Psychosocial support (PSS) services Case management and protection services Gender-based violence (GBV) prevention and response Political empowerment initiatives Transitional justice programming Operating in both Türkiye and Syria, the organization works in complex humanitarian settings where funding volatility and service demand remain high. Purpose of the Consultancy The consultancy responds to recent global funding contractions affecting the humanitarian and development sector in 2025–2026. With bridge support from the UN Trust Fund under the “Hand in Hand to End Violence Against Women” initiative, the organization is now investing in structured resource mobilization planning. The main objective is to strengthen institutional sustainability and financial resilience by: Mapping donor opportunities across relevant sectors Developing a structured resource mobilization strategy Producing at least three donor-ready proposals or concept notes The focus areas include: Ending violence against women and girls (EVAWG) Refugee protection and humanitarian response Legal aid and justice access Psychosocial support services Women’s political empowerment Scope of Work The consultancy is structured around four core deliverables designed to combine strategic analysis, practical tools, and proposal development. 1. Organizational and Funding Landscape Assessment The consultant will conduct a rapid review of: Existing programs and funding portfolio Organizational capacity and operational model Regional and global funding trends for women-led organizations Return, reintegration, and Syria response funding streams This assessment will inform all subsequent resource mobilization planning. 2. Donor Mapping and Tracker Development A key deliverable is a structured donor tracking tool designed for long-term organizational use. The donor tracker will include: Donor names and funding priorities Eligibility requirements and geographic focus Average grant sizes and funding cycles Open and upcoming funding opportunities Application processes and key contacts Alignment scoring with organizational priorities The tool will be delivered in Excel or Google Sheets format to ensure that the Amal Healing & Advocacy Center can independently maintain and update it after the consultancy ends. 3. Proposal and Concept Note Development The consultant will develop at least three high-quality donor proposals or concept notes tailored to prioritized funding opportunities. Each proposal must include: Problem analysis and contextual framing Theory of change Results framework Activities and implementation plan Sustainability strategy Lump sum budget The consultant will also support submission of proposals to selected donors before the end of the assignment period. 4. Capacity Transfer and Training To ensure sustainability, the consultant will deliver a structured capacity-building session for staff. This includes: A 1.5–2 hour online orientation session Training on using the donor tracker system Guidance on managing proposal pipelines Provision of reusable templates (tracker, concept note, proposal formats) This component is intended to strengthen internal fundraising capacity beyond the consultancy period. Required Qualifications The consultancy requires a highly experienced fundraising professional with strong expertise in international development and humanitarian funding systems. Essential Requirements: Advanced degree in development studies, gender studies, social sciences, or related field Minimum 5 years of experience in fundraising or resource mobilization Proven success securing grants from major donors (UN agencies, EU, FCDO, NORAD, SIDA, GAC, women’s funds, etc.) Strong understanding of GBV, women’s rights, and refugee protection Excellent English writing skills for donor proposals Experience in Syria response or Türkiye humanitarian context Desirable Skills: Knowledge of Arabic Experience working with women-led or refugee-led NGOs Experience supporting organizations transitioning to diversified funding portfolios Safeguarding and Equal Opportunity Commitment The Amal Healing & Advocacy Center maintains a strict safeguarding policy and zero-tolerance approach to sexual exploitation, abuse, and harassment (PSEAH).
