The position offers an opportunity to support humanitarian response systems at the global level while working with UNFPA’s Humanitarian Response Division. UNFPA Humanitarian Surge Consultancy UNFPA’s Humanitarian Response Division is responsible for rapidly deploying specialized personnel to support country and regional offices during acute emergencies and protracted humanitarian crises. The Humanitarian Admin and Surge Consultant will play an important operational role in ensuring that qualified experts can be identified, selected, prepared, and deployed efficiently. The consultancy contributes to the EU-funded Sexual and Reproductive Health in Emergencies and Life in Dignity (SHIELD) project. The successful candidate will work under the supervision of the Surge Manager, with overall guidance from the HRD Director. Consultancy Details Organization: United Nations Population Fund (UNFPA) Division: Humanitarian Response Division Position: Humanitarian Admin and Surge Consultant Location: Fully remote Contract duration: Six months Renewal: Subject to performance and funding availability Application deadline: 12 October 2026 Career area: Human Resources and humanitarian operations Experience: Minimum two years of relevant professional experience Key Responsibilities The consultant will support several interconnected areas of humanitarian surge operations, with a strong emphasis on recruitment, deployment, administration, and operational tracking. Surge Deployment and Roster Management A central responsibility will be coordinating the rapid selection, matching, and short-term deployment of internal and external surge personnel to field offices. The consultant will maintain and regularly update the Humanitarian Surge Roster, screen candidate profiles, verify technical credentials, and monitor expert availability. The role will also involve serving as an operational liaison between deployed experts, regional offices, and country offices. This includes helping resolve deployment bottlenecks and coordinating mission extensions where necessary. Human Resources, Operations and Travel The consultant will coordinate fast-track onboarding, security clearances, travel arrangements, and briefing packages in collaboration with HR, travel, and security focal points. Responsibilities also include processing travel requests in accordance with UNFPA policies and supporting administrative and management processes for Individual Consultants. Experience with Quantum, UNFPA’s enterprise management system, particularly the Buyer function, is considered a strong asset. Data Management and Reporting Strong data organization skills will be important in this role. The consultant will maintain deployment databases, monitor key performance indicators, and synthesize post-deployment evaluations. They will also prepare analytical reports and regular operational updates for HRD leadership and undertake additional operational assignments when required. Required Qualifications Applicants must hold an advanced university degree, such as a Master’s degree or equivalent, in Human Resource Management, International Relations, Humanitarian Affairs, Social Sciences, or another relevant discipline. Candidates must have at least two years of professional experience in rapid recruitment, roster management, emergency deployment operations, or a closely related area within humanitarian or international development settings. Applicants should also have experience with candidate tracking systems, HR databases, and online roster platforms. Practical knowledge of UN administrative procedures, travel logistics, and enterprise resource planning systems such as Quantum will be advantageous. Previous experience with UNFPA, other UN agencies, or Standby Partner organizations is highly desirable. Skills and Languages The position requires strong organizational and multitasking abilities, particularly because humanitarian surge operations often involve rapid turnaround times and multiple competing priorities. Candidates should demonstrate: Strong problem-solving skills Excellent intercultural communication abilities Strong professional writing skills Experience working in fast-paced environments Ability to manage multiple operational processes simultaneously Strong attention to detail and coordination skills Fluency in English is required.
