The Asian Development Bank (ADB) invites qualified professionals to join its Nepal Resident Mission as a Senior Adaptation Solutions Officer. Organizational Context The Senior Adaptation Solutions Officer will be positioned within the Climate Change, Resilience, and Environment Cluster (CCRE) under the Climate Change and Sustainable Development Department (CCSD). The officer will be strategically based in Kathmandu, Nepal, and will report directly to the CCRE Regional Climate Change Focal for South Asia, with matrix reporting to the Country Director of the Nepal Resident Mission. CCSD is responsible for leading thematic operations, knowledge innovation, and developing partnerships that drive sustainable, climate-focused development. Key Responsibilities The Senior Adaptation Solutions Officer will provide strategic leadership, technical guidance, and operational support to ensure that ADB’s programs in Nepal align with corporate climate targets, Strategy 2030, and the Climate Change Action Plan 2023–2030. The officer will engage closely with government counterparts, development partners, and internal teams to promote climate-resilient, low-carbon development initiatives. Strategy and Planning Conduct strategic climate analysis and policy advisory services to advance adaptation, low-carbon transition, and disaster risk management. Integrate climate priorities into the preparation and implementation of the country partnership strategy, including sectoral and thematic strategies, ensuring climate investments maximize national and sub-national outcomes. Strengthen collaboration with government ministries, development partners, and stakeholders, facilitating coordination and innovative financing solutions to support climate objectives and pipeline development. Operational Support Provide technical support for the identification, preparation, and implementation of projects and technical assistance programs that deliver sustainable development outcomes. Oversee regional initiatives, including the Building Adaptation and Resilience in the Hindu Kush Himalayas program, ensuring technical quality, effective stakeholder engagement, and representation of ADB. Advise project teams on climate risks, GHG emission assessments, and climate finance strategies, serving as a team member or co-leader in project preparation and implementation. Monitoring, Knowledge Sharing, and Capacity Development Monitor and report on project-level climate and disaster risk interventions, climate finance utilization, Paris Agreement alignment, and associated performance indicators. Facilitate knowledge exchange and capacity-building initiatives focused on climate resilience, low-carbon development, and disaster risk management. Build and maintain partnerships with external stakeholders, donors, and agencies to identify co-financing opportunities, share best practices, and promote regional cooperation. Qualifications and Experience The ideal candidate will hold a bachelor’s degree in climate or environmental sciences, engineering, economics, water or natural resources management, or a related field, with preference given to candidates with a master’s degree or equivalent. Applicants must have a minimum of eight years of professional experience in climate change policy, finance, technology, or climate-resilient and low-carbon project development, including at least four years in a supervisory capacity. Experience working with government agencies, multilateral institutions, and diverse stakeholders is highly desirable. Candidates should demonstrate strong analytical and conceptual skills, proficiency in risk and vulnerability assessment tools, and the ability to manage multiple tasks while meeting deadlines. Excellent interpersonal, written, and verbal communication skills in English are required.
