The position offers an opportunity for an experienced programme or project management professional to contribute to the implementation of the Africa RISE-Regional Acceleration Project (RISE-RAP), a regional initiative focused on strengthening country capacity to accelerate irrigation-related policies and investments. The position involves bringing together regional activities, country-level support and contributions from development partners to ensure that project implementation remains coordinated, timely and compliant. The Programme Officer will also consolidate annual and quarterly workplans and budgets and maintain a live implementation plan covering dependencies between different project components. This is a strategic coordination role requiring someone who can identify potential implementation challenges, anticipate bottlenecks and help resolve issues before they affect project delivery. The successful candidate will therefore need strong programme management, organisational, analytical and stakeholder engagement capabilities. Key Responsibilities The Programme Officer will be responsible for coordinating various aspects of project implementation. Key duties include: Coordinating the day-to-day implementation of the Africa RISE-Regional Acceleration Project. Ensuring regional activities and country support are delivered in a timely and coordinated manner. Coordinating inputs from project partners and stakeholders. Consolidating annual and quarterly workplans. Supporting the preparation and coordination of project budgets. Maintaining an up-to-date implementation plan. Monitoring dependencies across different project components. Identifying potential implementation challenges and bottlenecks. Supporting timely resolution of project delivery issues. Ensuring activities remain aligned with compliance requirements. Supporting coordination between different stakeholders involved in the project. The role will require the ability to manage competing priorities while maintaining accuracy, quality and effective communication across multiple institutions. Required Education and Experience Applicants must meet one of the two specified academic and professional experience pathways. Master’s Degree Route Candidates with a Master’s degree in one of the following areas should have at least two years of progressive experience in programme or project management: Agricultural Engineering Project Management Development Studies Education Irrigation Engineering The experience should have been gained within an international, regional or national organisation. Bachelor’s Degree Route Candidates with a Bachelor’s degree in Agricultural Engineering, Project Management, Development Studies, Education or Irrigation Engineering should have at least four years of progressive work experience in programme or project management within an international, regional or national organisation. A professional project management certification such as PMP or PRINCE2 will be considered an advantage. Professional Experience Required Beyond the academic qualifications, AUDA-NEPAD is looking for candidates with demonstrated experience managing complex, multi-stakeholder and multi-country projects. Experience with projects funded by development partners, particularly development finance institutions or similar organisations, will be particularly relevant. Applicants should also demonstrate experience coordinating and managing multidisciplinary and geographically dispersed teams. A strong understanding of African agricultural transformation, climate resilience, irrigation development and regional integration processes is required for the role. Experience working with African Union agencies, Regional Economic Communities (RECs), international organisations and development partners will also be highly valuable. Candidates should be able to demonstrate their ability to coordinate multiple stakeholders while maintaining project objectives, timelines and implementation standards. Skills and Competencies The ideal candidate should possess excellent written and oral communication skills, as well as strong stakeholder engagement and partnership-building abilities. Proficiency in computer applications, Microsoft Office and SAP ERP is required. The position also demands strong organisational and analytical abilities because the successful candidate will be expected to manage multiple activities and work under pressure. AUDA-NEPAD is seeking someone who can work with minimal supervision, demonstrate initiative and exercise sound professional judgement. The indicative basic salary is US$35,044.83 per year, or approximately US$2,920 per month. In addition to the basic salary, the package includes a 57% post adjustment, a housing allowance of US$21,832.88 per year, and a gratuity equivalent to 15% of gross salary, subject to the applicable African Union rules and procedures for internationally recruited staff.
