The Embassy of Belgium in Kampala has announced a recruitment opportunity for a Deputy Attaché / University-Level Operative – Development Cooperation and Economic Field. The position offers qualified professionals an opportunity to contribute to Belgium’s international development cooperation activities in Uganda, with a particular focus on humanitarian affairs, education, health and socioeconomic development. The full-time position will be offered on a one-year contract, with the possibility of extension. The successful candidate is expected to begin work on 1 October 2026. Applications must be submitted by 26 August 2026. Position Overview The Deputy Attaché will support the Embassy of Belgium in monitoring, analysing and reporting on development cooperation programmes and Uganda’s socioeconomic environment. The position will involve engagement with government institutions, development partners, civil society organisations, private sector actors, universities and multilateral organisations. The successful candidate will contribute to Belgium’s development policy priorities while providing analysis and advice on programmes and proposals relevant to Uganda’s development context. Key Responsibilities The appointed Deputy Attaché will be responsible for a broad range of development cooperation and economic affairs activities, including: Monitoring and reporting on Belgium’s development cooperation focus sectors and programmes. Paying particular attention to the humanitarian, education and health sectors. Participating actively in sectoral development partner groups and multi-stakeholder coordination mechanisms. Organising meetings, events and studies related to development cooperation. Contributing to sectoral policy dialogue and advocacy. Maintaining relationships with Belgian development cooperation implementing partners. Liaising with organisations including Enabel, private sector actors, NGOs, multilateral organisations and universities. Organising and conducting field visits to programme and project sites. Promoting the implementation of Belgium’s development policy priorities. Preparing analytical progress reports. Monitoring Uganda’s socioeconomic situation and providing regular reporting. Contributing to Belgium’s external action and positioning in Uganda. Analysing proposals submitted by implementing partners. Providing input into draft policy notes based on knowledge of Uganda’s development environment. Supporting Belgian and Belgium-related private companies and partners. Eligibility and Academic Requirements Applicants are expected to hold a postgraduate university degree at master’s level. The Embassy indicates preference for candidates with academic backgrounds in areas such as: Political science. Public health management. Educational science. Law. Management. Economics. Environmental studies. Development studies. An equivalent qualification based on professional experience may also be considered. Candidates must additionally have at least two years of relevant professional experience. Required Skills and Experience The Embassy is seeking candidates who possess a strong understanding of Uganda’s development environment and socioeconomic context. Applicants should demonstrate: Good knowledge of the Ugandan development context and socioeconomic landscape. Fluency in spoken and written English. Fluency in French and/or Dutch. Strong analytical capabilities. Proficiency in Microsoft Office applications. Ability to analyse development programmes, policy proposals and socioeconomic developments. Strong communication and stakeholder-engagement abilities. Knowledge of Belgium’s development cooperation system and experience working with its various actors will be considered an advantage. Public communication skills, including experience with social media, are also listed as an additional advantage. Salary and Contract Details The Embassy will offer a full-time contract according to the local salary scale applicable to similar positions at the Embassy. The position is classified at GS6, corresponding to a minimum gross monthly salary of UGX 8,488,175.25. The final salary will increase depending on the successful candidate’s number of years of relevant professional experience.
