The AIG Public Leaders Programme (AIG PLP) is a flagship executive education initiative of the Aig-Imoukhuede Foundation, delivered in partnership with the Blavatnik School of Government at the University of Oxford. It supports leaders in navigating complexity, managing reform, and embedding cultures of excellence and integrity within public institutions. Programme Overview The AIG Public Leaders Programme enables public sector leaders to rapidly acquire critical capabilities in: Strategic leadership Public policy design and implementation Institutional reform and organisational management Ethical governance and accountability Digital transformation in government Participants gain access to rigorous academic insight combined with practical application. The programme emphasises conceptual clarity, structured thinking, and real-world execution. Through an intensive and highly interactive format, the AIG PLP blends: Faculty-led discussions Case-based learning Practical simulations Peer collaboration Applied group work This integrated approach ensures that learning is not theoretical but actionable, empowering participants to return to their institutions with measurable solutions. Core Programme Focus Areas The curriculum is structured around critical leadership domains essential for modern public administration: Negotiating in the public interest – Building consensus and navigating competing stakeholder demands Harnessing digital technology – Leveraging innovation to improve service delivery and transparency Strengthening public organisations – Driving performance, accountability, and institutional resilience Integrity in public life – Promoting ethical leadership and anti-corruption standards Communication and narrative power – Shaping reform through strategic storytelling and influence These pillars ensure that leaders are prepared not only to manage institutions but to transform them sustainably. Capstone Project and Applied Learning A defining feature of the AIG Public Leaders Programme is its capstone project component. Following several weeks of blended instruction, participants receive dedicated time to design and develop workplace-based reform initiatives. This structured application phase enables participants to: Integrate conceptual frameworks acquired during the programme Address real policy and institutional challenges Develop measurable reform strategies Receive peer and faculty feedback Reflect critically on leadership practice The capstone project ensures that programme insights translate into tangible impact within ministries, agencies, and public institutions across Africa. Eligibility Criteria Applicants must meet the following requirements: Citizenship of an English-speaking African country Active employment within the public sector in Africa Minimum of seven years’ professional experience Grade Level 13 and above Age between 35 and 54 years The programme targets mid-to-senior level public officials positioned to influence policy, systems, and institutional performance. Programme Impact Across previous cohorts, participants have developed reform initiatives addressing: Public financial management Service delivery optimisation Institutional transparency Digital governance Organisational restructuring Project summaries from Cohorts 1–4 demonstrate the programme’s practical outcomes and its contribution to national development priorities.
