MSF operates through six operational directorates and 21 sections worldwide, delivering emergency medical care, advocacy, and support in high-risk contexts. MSF OCBA focuses on Eastern Africa and the Greater Horn of Africa, including Sudan, South Sudan, and Somalia, delivering humanitarian aid in challenging and conflict-prone environments. Position Overview This is a dual leadership role, combining strategic leadership as Head of the Nairobi Operational Support Hub (HNOSH) and operational oversight as Deputy Head of Operational Cell 5 (DRECO). The role requires strategic vision, operational excellence, and the ability to coordinate across multidisciplinary teams. The HNOSH role reports to the OCBA Deputy General Director, while the DRECO function reports to the RECO, Head of Operational Cell 5. This role strengthens regional operations, ensures high-quality standards, and promotes synergies among MSF sections and partners in Nairobi and East Africa. Key Responsibilities As Head of Nairobi Operational Support Hub: Represent MSF OCBA in Kenyan legal and institutional frameworks. Define and implement strategic vision and policies for the Nairobi Hub. Oversee functional and administrative operations, budgets, and HR policies. Promote humanitarian dialogue, workshops, and advocacy initiatives. Strengthen partnerships and leverage innovations to optimize operational impact. Maintain MSF OCBA’s reputation, institutional influence, and identity among regional stakeholders. Foster a collaborative and effective work environment, liaising with the Eastern Africa Section. As Deputy RECO, Operations Management and Support: Operations Management & Strategy: Contribute to defining operational vision, strategies, and context analysis. Monitor and analyze mission reports; provide strategic recommendations. Address operational issues proactively and ensure adherence to high-quality standards. Emergency Preparedness & Response: Support field teams in all phases of emergency operations. Define mission emergency response strategies in line with OCBA priorities. Maintain key management tools, security protocols, and reporting systems. Supervision & Departmental Support: Advise and supervise Cell Advisors in logistics, finance, and human resources. Recruit, evaluate, and develop performance of key staff. Coordination & Information Management: Coordinate internal activities and portfolio planning meetings. Disseminate key operational information and ensure knowledge transfer. Serve as RECO backup when necessary, assuming delegated responsibilities. Essential Requirements Significant operational experience in humanitarian fieldwork; MSF experience is advantageous. Minimum 5 years senior leadership and strategic management experience. Strong understanding of political, social, and humanitarian dynamics in East Africa. Proven experience engaging with regional networks, civil society, and humanitarian actors. Fluency in English; proficiency in regional languages (Swahili, Arabic, Somali) is a plus. Strong analytical, strategic, and decision-making skills. Basic computer proficiency (Word, Excel, and related tools).
