The re:constitution programme invites applications for 15 Fellowships for the period October 2026 to July 2027, offered under two distinct tracks. The Fellowship programme supports early- to mid-career scholars and practitioners working on issues related to democracy and the rule of law in Europe. Built around a unique concept of Europe-wide mobility, interdisciplinary exchange, and long-term networking, the re:constitution Fellowship enables participants to conduct independent research, engage with diverse institutional environments, and contribute meaningfully to debates on the future of democracy and the rule of law. Application deadline: 5 March 2026, 12:00 noon CETStipend: EUR 2,500 per mobility month Programme Background and Objectives Democracy and the rule of law are mutually reinforcing principles that form the foundation of legitimacy and stability in Europe. However, both are increasingly contested across the European Union and its neighbourhood. In response to these challenges, re:constitution aims to strengthen common ground by fostering pan-European dialogue, mobility, and collaboration. Since 2019, the programme has supported scholars and practitioners in developing innovative research and practice-oriented outputs that address constitutional democracy, fundamental rights, and the rule of law. By bringing together participants from academia, public institutions, civil society, and journalism, re:constitution promotes critical debate across national, disciplinary, and professional boundaries. Fellowship Structure and Tracks The re:constitution Fellowships are awarded for a 10-month period and are open to both academics and practitioners. To accommodate different professional and personal circumstances, Fellowships are offered in two tracks, with equal access to all programme components. Track 1: Full-Time Fellowship 8 Fellowships available for scholars and practitioners 6-month full-time mobility period, taken flexibly between October 2026 and July 2027 Research stays at two host institutions: One academic institution One institution working in a practical context Host institutions located in: EU and non-EU EEA countries Albania, Bosnia and Herzegovina, Georgia, Kosovo, Moldova, Montenegro, North Macedonia, Serbia, Switzerland, Ukraine, or the United Kingdom Host countries must differ from the Fellow’s country of residence Stipend: EUR 2,500 per mobility month Mandatory participation in three Fellows’ Exchange Meetings: October 2026 (in-person, Berlin) February 2027 (online) June 2027 (in-person, Europe outside Germany) Presentation of research in the Online Fellow Talks series Track 2: Shorter Mobility Period with Part-Time Option 7 Fellowships available, exclusively for practitioners Mobility options: 3 months full-time, or 6 months part-time Research stay at one host institution outside the country of residence Stipend: EUR 2,500 per month (full-time) EUR 1,250 per month (part-time) Participation in at least two of three Fellows’ Exchange Meetings Attendance at the first in-person meeting in Berlin is mandatory Presentation of the research project in the Online Fellow Talks series is encouraged Eligibility Criteria Applications are open to residents of: European Union and non-EU EEA countries Albania, Bosnia and Herzegovina, Georgia, Kosovo, Moldova, Montenegro, North Macedonia, Serbia, Switzerland, Ukraine, and the United Kingdom Eligible applicants include: Scholars (Track 1) Hold or are completing a PhD in law, political science, social sciences, philosophy, or related disciplines PhD completed no more than 10 years ago, or completion expected within one year Practitioners (Tracks 1 and 2) Government officials and policy advisors Judges, prosecutors, legal professionals, and practising lawyers NGO and think tank experts Journalists reporting on democracy or the rule of law Researchers and legal experts working in relevant fields Comparable professional experience is expected; a PhD is not required for practitioners. Fellowship Benefits Fellows will benefit from: Independence and flexibility to pursue self-defined research projects Funded mobility and collaboration with host institutions across Europe Interdisciplinary exchange with scholars, practitioners, and journalists Networking opportunities with leading experts and decision-makers Participation in a growing European Alumni Network Access to training courses supporting professional development Ongoing support from the programme coordination team Opportunities to contribute to the broader analytical work of the re:constitution programme Fellow Commitments By accepting the Fellowship, Fellows agree to: Conduct an independent research project within the programme’s thematic scope Complete mobility stays at selected host institutions Participate in Exchange Meetings and Online Fellow Talks Publish at least one research or practice-oriented output, including: Academic papers Policy briefs Reports, essays, op-eds, podcasts, or blog posts Application Process Applications must be submitted online only via the secure platform by 5 March 2026, 12:00 CET.
