The Security Coordination and Programme Enhancement (SCOPE) project, implemented by the European Union Institute for Security Studies, was launched in 2024 to enhance the coherence, visibility, and impact of initiatives under the EU Global Threats Programme. The project focuses on addressing transregional and global security challenges through monitoring, evaluation, and improved coordination of EU actions. Project Scope SCOPE targets multiple domains of security, including: Counterterrorism and prevention of violent extremism (CT/PVE) CBRN risk mitigation (chemical, biological, radiological, nuclear) Organised crime, illicit trafficking, and smuggling Protection of critical infrastructure with emphasis on maritime security, cybersecurity, and civilian aviation Climate security and environmental threats impacting global stability Purpose of the Call This Expression of Interest (EOI) aims to establish a roster of independent experts who will provide short-term professional services to the SCOPE project. The roster is maintained on a rolling basis and remains valid for the duration of the project, allowing experts to be contracted for specific assignments as needed.
