Good Governance in Local Authorities (GGLA) Project – Zimbabwe The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ), in partnership with the German Federal Ministry for Economic Cooperation and Development (BMZ), the European Union (EU), and the Swiss Agency for Development and Cooperation (SDC), invites civil society organisations (CSOs) in Zimbabwe to submit Expressions of Interest (EoIs) for grant funding under the Good Governance in Local Authorities (GGLA) project. Implemented from 2024 to 2029, the GGLA project aims to strengthen gender-equitable, transparent, and accountable governance across Zimbabwean local authorities. It seeks to improve service delivery, public financial management, councillor oversight, and gender inclusion through capacity development and partnership with both urban and rural councils. Current project partners include urban authorities such as Beitbridge, Chinhoyi, Gwanda, Kwekwe, Masvingo, and Mutare City Councils, alongside rural district councils including Beitbridge, Chaminuka, Chivi, Murewa, Mutare, Mutasa, Mutoko, Mwenezi, Umguza, and Vungu. Three additional local authorities will be added in the next phase. The project also works closely with the Ministry of Local Government and Public Works (MLGPW) and the Zimbabwe Local Government Association (ZILGA), comprising the Urban Councils Association of Zimbabwe (UCAZ) and the Association of Rural District Councils (ARDCZ). Purpose of the Call This call for expressions of interest seeks to identify qualified non-governmental organisations to receive grants that strengthen participatory platforms for improved social accountability and inclusive service delivery. The initiative supports greater engagement of marginalised groups—women, youth, and people with disabilities—in local decision-making processes and promotes transparent, accountable governance. Under Zimbabwe’s Constitution, councils are mandated to facilitate public participation in local development. Civil society plays a vital role in empowering citizens to demand accountability and collaborate constructively with authorities. Through this grant mechanism, GIZ aims to enhance civic engagement and ensure that citizens’ voices are represented in policy and service delivery processes. Priority Areas for Funding Applicants may propose projects in one or both of the following thematic areas but must indicate a primary focus in their submission. Social Accountability Promote accountability and transparency of local authorities through participatory processes that improve service delivery. Build the capacity of community members to monitor social accountability and human rights compliance. Raise awareness and educate citizens about their rights, responsibilities, and mechanisms for constructive engagement with councils. Youth Inclusion Strengthen youth participation in council decision-making, with attention to intersectionality and inclusiveness. Support local youth groups, in cooperation with local authorities and the GGLA project, to ensure young people are represented and active in local governance structures. Preference will be given to organisations based in, or actively coordinating with, civil society actors within GGLA project areas. Projects must demonstrate active citizen participation, clear impact pathways, and sustainable local ownership. Grant Size and Duration Depending on the volume and quality of proposals received, GIZ expects to award up to four grants, each valued between USD 100,000 and USD 200,000 for a period of two years.Selected projects are expected to begin implementation by April 2026. Eligibility Requirements To qualify, applicants must: Be legally registered Civil Society or Non-Governmental Organisations operating in Zimbabwe and actively engaged in governance, participation, or social accountability initiatives. Be registered as Private Voluntary Organisations (PVOs) under Zimbabwean law, or in the process of registering under the PVO Amendment Act (2025). Organisations exempt from registration must provide proof of legal status. Have at least five years of relevant experience delivering results in social accountability, local governance, or citizen participation. Demonstrate a strong record in facilitating inclusive engagement, working with community-based organisations, youth groups, and residents’ associations. Possess sound administrative and financial systems capable of managing budgets exceeding USD 100,000 annually, with unqualified audit reports for the last two years. Operate an effective monitoring and evaluation system with measurable indicators and results tracking. Have a clear management structure with transparent roles and responsibilities. Show a commitment to coordination with one or more of the partner local authorities in the GGLA project. All late or incomplete submissions will be disqualified. Applicants are encouraged to review the GGLA Project Factsheet before submission. Selection and Next Steps After the closing date, GIZ will evaluate all submissions. Only shortlisted organisations will be contacted and invited to submit a full proposal and detailed budget approximately four weeks after the deadline. At the proposal stage, shortlisted applicants must demonstrate adequate internal controls, financial management systems, and reporting mechanisms to ensure responsible use of funds and compliance with all relevant laws and regulations.
