Humanitarian Affairs Associate (Nationals Only) – Islamabad, Pakistan The United Nations Office for the Coordination of Humanitarian Affairs (United Nations Office for the Coordination of Humanitarian Affairs) is recruiting a Humanitarian Affairs Associate (G7) based in Islamabad, Pakistan. The position is open exclusively to Pakistani nationals and is offered on a one-year fixed-term contract with the possibility of extension. This role supports humanitarian coordination and emergency response operations in Pakistan, which has increasingly faced severe climate-related disasters. Background Pakistan is among the countries most vulnerable to climate-induced disasters, including floods, droughts, and glacial lake outburst floods. In 2025, intense monsoon rains triggered devastating floods across several provinces. Punjab experienced the worst river flooding in four decades. By mid-September 2025: Over 6.9 million people were affected 1,037 people lost their lives 1,067 people were injured 2.9 million people were displaced These recurring disasters have created urgent humanitarian needs, including emergency response, early recovery, and resilience-building support. At the same time, OCHA Pakistan is undergoing operational restructuring as part of a global “Humanitarian Reset.” The office is transitioning to a Humanitarian Advisory Team (HAT) structure in early 2026. The Humanitarian Affairs Associate position was created to strengthen coordination and programme support within OCHA’s Coordination Unit. Position Overview The Humanitarian Affairs Associate will report directly to the Humanitarian Affairs Officer and work under the guidance of the Head of Office and HAT Team Leader. The role focuses on supporting humanitarian coordination among government agencies, UN organisations, NGOs, and donors, while assisting with data analysis, emergency preparedness, and reporting. Key Responsibilities 1. Coordination Support The Associate will help coordinate humanitarian actors and government partners by: Organising and facilitating coordination meetings with UN agencies, NGOs, donors, and government authorities Preparing agendas, minutes, and tracking action points Supporting collaboration with national and provincial disaster management authorities Assisting coordination of joint assessments and field missions Drafting situation reports, concept notes, and briefing documents 2. Humanitarian Information and Analysis The role also involves supporting humanitarian data collection and analysis by: Gathering information on humanitarian needs, displacement, and response activities Monitoring early warning indicators such as disasters, conflicts, and protection risks Supporting multi-sector needs assessments and field surveys Analysing data trends to identify priority needs and gaps Contributing to humanitarian planning tools including Humanitarian Needs Overviews (HNO) and Humanitarian Response Plans (HRP) 3. Emergency Preparedness and Response Responsibilities include assisting with: Emergency preparedness and contingency planning Response simulations and exercises Maintaining coordination calendars and information platforms Engaging with donors and humanitarian partners Supporting high-level missions and field visits 4. Knowledge Sharing and Documentation The Associate will support institutional knowledge by: Preparing minutes from coordination meetings Drafting concept notes, reports, and briefing materials Contributing to lessons-learned exercises and after-action reviews Developing training materials on humanitarian coordination and assessment methodologies 5. Communication and Media Support The role also contributes to communications and public information activities by: Supporting donor communication and media briefings Drafting social media posts and human-interest stories Assisting with media coverage of humanitarian operations and high-level visits Producing humanitarian snapshots, flash updates, and situation reports Qualifications Education Applicants must have either: A secondary school diploma with at least 7 years of relevant experience, or A Bachelor’s degree with at least 4 years of relevant experience Relevant academic fields include: International relations Development studies Political science Humanitarian affairs or disaster management Public administration or public policy Geography or environmental studies Peace and conflict studies Experience and Skills Candidates should demonstrate: Experience with the United Nations, NGOs, government institutions, or civil society organisations Strong analytical, writing, and communication skills Experience preparing reports, briefs, and assessments Ability to coordinate multiple stakeholders in fast-paced environments Experience in humanitarian response, cluster coordination, or emergency preparedness Proficiency with office software such as Microsoft Word and Excel Experience with humanitarian planning processes such as the Humanitarian Programme Cycle is desirable.
