CARE International UK is seeking a Senior Programme Finance Specialist to join its Programme Management Team on a part-time, six-month fixed term contract, with the possibility of extension. This role offers an excellent opportunity for an experienced programme finance professional to contribute at a senior level during a period of continued evolution in how CARE funds and delivers its programmes. As Senior Programme Finance Specialist, the postholder plays a critical role in ensuring that programmes are: Financially robust Well designed from proposal stage Compliant with donor and organisational requirements Effectively managed throughout delivery The position offers meaningful exposure to innovative funding models, including commercial contracts and non-traditional donor arrangements, alongside more established institutional funding. It also provides an opportunity to help shape how CARE strengthens financial quality, risk management, and donor confidence across its programme portfolio. About the Role The Senior Programme Finance Specialist provides senior-level financial, contractual, and compliance leadership across a mixed portfolio of programmes funded by institutional, corporate, and philanthropic donors. Key areas of responsibility include: Supporting proposal development and programme funding processes Leading on the development of compliant, well-structured budgets Advising on financial narratives and cost recovery principles Ensuring strong financial oversight throughout the project lifecycle Supporting contract negotiations, amendments, and donor compliance Contributing to audit readiness and financial risk management Providing technical advice and capacity strengthening to colleagues and partners The role works closely with Programme Funding colleagues, Programme Managers, Country Offices, and finance teams across the CARE confederation. Strong collaboration and the ability to translate financial and contractual requirements into clear, practical guidance are essential to success in this position. About You The successful candidate will be an experienced programme finance professional with a strong track record of working on donor-funded programmes. Essential skills and experience include: Proven experience supporting proposal development and managing grants Strong budgeting and financial analysis skills Experience working with institutional and corporate donors Confidence working on complex proposal budgets, including commercial contracts Solid understanding of donor compliance requirements and cost recovery principles The role requires excellent attention to detail, strong Excel skills, and the ability to clearly explain financial and contractual issues to non-finance colleagues. The postholder will be comfortable working independently across a mixed portfolio, while also collaborating closely with programme and finance teams. A commitment to CARE’s values is essential.
