The Senior Technical Advisor, Education (STA-E) position sits within CARE’s PSAI – Education Technical Team and is based in Abuja, Nigeria, with possible placement in Dakar, Senegal or other West African locations where French and/or Hausa are spoken. The role is full-time, accompanied (family eligible), and involves up to 30% travel. ROLE SUMMARY AND STRATEGIC PURPOSE The Senior Technical Advisor, Education provides high-level technical leadership across CARE Country Offices, Member Partners, and internal technical units within the Program, Strategy, and Impact (PSI) team. The role contributes to programme design, refinement of existing approaches, and the integration of innovative education models that enhance system-level impact. A key responsibility is strengthening local capacity through co-learning, ensuring that technical assistance is not externally driven but collaboratively developed with country teams. The role also focuses on building stronger engagement between governments, private sector actors, and implementing partners to improve education system performance. A significant component of the position (approximately 70%) is dedicated to serving as Project Director for the RE-IMAGINE Project in Niger. This initiative focuses on testing a multi-component intervention aimed at delaying early pregnancy among unmarried adolescent girls in the Zinder Region using a randomized controlled trial (RCT) design. PROJECT DIRECTORSHIP: RE-IMAGINE PROJECT As Project Director, the STA-E provides strategic leadership, operational oversight, and technical direction for the successful implementation of RE-IMAGINE. The role ensures that all activities are executed according to approved work plans, budgets, and research protocols. Key responsibilities include: Providing strategic oversight of project implementation and coordination with Country Office teams and partners Ensuring timely and high-quality delivery of all interventions aligned with RCT requirements Leading technical discussions and facilitating knowledge sharing across internal and external stakeholders Maintaining strong donor relationships and ensuring transparent communication on progress and risks Overseeing research design and ensuring compliance with evaluation frameworks Guiding the production of knowledge outputs, including reports, publications, and conference presentations The role also requires continuous monitoring of budgets, timelines, and operational risks. The STA-E ensures that any changes in project scope or implementation are properly assessed, documented, and communicated to donors in collaboration with the core program management team. COLLABORATION AND STAKEHOLDER ENGAGEMENT The STA-E plays a central role in coordination and relationship management across multiple stakeholders. This includes internal CARE teams, government counterparts, implementing partners, and academic institutions. Responsibilities include: Leading weekly coordination meetings with the Programme Management Team and CARE Niger staff Co-chairing monthly donor meetings and ensuring follow-up on agreed actions Facilitating collaboration with CGE Nigeria to support curriculum adaptation and programme improvement Supporting exchange visits between Niger and Nigeria teams to enhance implementation quality Ensuring Memoranda of Understanding are regularly reviewed and updated Representing CARE in technical forums, research platforms, and global education discussions This aspect of the role requires strong communication skills and the ability to manage complex multi-stakeholder relationships effectively. TECHNICAL ASSISTANCE AND PROGRAM QUALITY The STA-E provides continuous technical support across education and integrated programming initiatives. This includes ensuring that all programme components align with donor requirements and international best practices. Core technical responsibilities include: Providing mentoring and technical guidance to field teams on education programming approaches Reviewing and approving all education-related technical deliverables under RE-IMAGINE Supporting development of curricula, facilitator guides, and adolescent engagement frameworks Contributing to Social Analysis and Action (SAA) adaptations for local contexts Supporting livelihoods analysis and training pathway development for adolescent girls Ensuring integration of monitoring and evaluation findings into all reporting outputs The role also includes collaboration with livelihoods and health specialists to ensure that interventions are holistic, evidence-based, and contextually relevant. RESOURCE MOBILISATION AND STRATEGIC GROWTH The STA-E contributes significantly to CARE’s resource mobilisation efforts by supporting proposal development, donor engagement, and programme design. Key expectations include: Leading technical writing for concept notes, proposals, and funding applications Supporting design of evidence-based education and youth empowerment programmes Engaging with bilateral, multilateral, and private donors to secure funding opportunities Contributing to strategic positioning of CARE within education and adolescent development sectors Aligning programme design with CARE’s global strategy and technical priorities This function ensures the sustainability and expansion of education programming across the region. QUALIFICATIONS AND COMPETENCIES The role requires a highly experienced professional with strong technical, managerial, and interpersonal capabilities. Required qualifications include: 7–10 years of experience in education, health systems strengthening, adolescent programming, or related fields Demonstrated experience in programme management and donor relations Proven track record in writing successful donor-funded proposals Experience working in West Africa or similar contexts Strong background in education, health, or international development research Excellent communication and analytical skills Ability to manage complex programmes and diverse teams Fluency in English and French or Hausa Proficiency in Microsoft Office tools Preferred candidates demonstrate strong leadership in multi-sectoral programming and experience in innovation-driven education systems.
