The Center for International Private Enterprise (CIPE) is seeking a Monitoring, Evaluation, and Learning (MEL) Manager to support its programmes across the Africa region. CIPE is a global organisation dedicated to advancing democracy through private enterprise and market-oriented reform. As one of the core institutes of the National Endowment for Democracy and an affiliate of the U.S. Chamber of Commerce, CIPE has been a key actor in strengthening democratic institutions since 1983. Its programme areas include Enterprise Ecosystems, Democratic Governance, Business Advocacy, Anti-Corruption and Ethics, and Trade. Located in CIPE’s Africa Regional Hub in Lagos, Nigeria, the MEL Manager will report to the Director of Monitoring, Evaluation, and Learning at CIPE Headquarters, with a secondary reporting line to the Regional Hub Director. The role is designed to enhance monitoring, evaluation, applied research, and learning functions across CIPE’s Africa programmes, ensuring strong accountability, evidence-driven decision-making, and continuous improvement. Core Role and Scope The MEL Manager is responsible for designing MEL systems, overseeing data collection and analysis, ensuring high-quality performance tracking, and supporting strategic learning across the region. The role requires close collaboration with regional programme teams, global MEL experts, and CIPE partners to embed robust monitoring and evaluation systems in programme design and implementation. Key Responsibilities MEL Framework Design and Planning The MEL Manager leads the development of MEL plans and frameworks for Africa-based projects, ensuring alignment with CIPE’s organisational measurement standards and donor expectations. Responsibilities include designing theories of change, logic models, and results frameworks; defining clear performance indicators; and outlining data collection processes. The Manager also inputs and maintains MEL frameworks and indicator tracking systems within CIPE’s global MEL platform (DevResults). Data Collection, Management, and Applied Research The role involves designing appropriate data collection instruments such as surveys, assessments, interview guides, and digital templates. The MEL Manager coordinates the collection of quantitative and qualitative data, including interviews and focus group discussions, and ensures accurate documentation and summaries. A significant component of the role is contributing to CIPE Africa’s applied research agenda. The Manager leads research initiatives that generate actionable insights for policy engagement, programme adaptation, and strategic learning. They translate research findings into knowledge products such as briefs, case studies, and analytical summaries. The position also involves managing data quality procedures, overseeing data cleaning and processing, and maintaining indicator datasets within DevResults or other relevant databases. The Manager conducts data analysis and produces visualisations to highlight trends, programme performance, and areas requiring adjustment. Reporting and Knowledge Sharing The MEL Manager prepares periodic MEL reports, dashboards, and visual summaries for internal and external stakeholders. They support donor reporting by supplying validated data and impact narratives and work closely with programme teams and CIPE leadership to integrate MEL findings into strategy development. The role also requires documenting best practices, lessons learned, and success stories for broader organisational learning. Capacity Strengthening and Partner Support The role includes training CIPE staff and local partners on MEL methodologies, tools, reporting standards, and data management practices. The MEL Manager supports third-party evaluations by drafting scopes of work, assisting with evaluator recruitment, and coordinating evaluation activities. Learning, Innovation, and Compliance The MEL Manager promotes a learning-oriented culture across CIPE’s Africa portfolio. They organise reflection sessions, contribute to CIPE’s knowledge management systems, and stay informed on global MEL best practices. The role also ensures compliance with donor requirements, ethical research standards, and data protection regulations. Required Qualifications Candidates must hold a bachelor’s degree in international development, economics, public policy, social sciences, or a related field; a master’s degree is preferred. Applicants should have at least seven years of experience in MEL or applied research roles within international development, ideally with donor-funded programmes. Strong knowledge of MEL methodologies, analysis tools, and donor reporting frameworks is essential, as is experience with data management systems and platforms such as DevResults. Candidates should demonstrate proficiency in statistical software (such as R, Stata, or SPSS), survey tools (such as Qualtrics or SurveyCTO), and data visualisation platforms (such as Power BI or Tableau). Experience with qualitative analysis tools like Dedoose or NVivo is advantageous. The role requires strong communication skills in English, cross-cultural collaboration experience, analytical capacity, organisational strengths, and the ability to meet deadlines in a fast-paced environment. Knowledge relevant to CIPE’s thematic areas—such as governance, policy advocacy, and anti-corruption—is considered an asset.
