Consultant Opportunity: SHE SOARS Knowledge & Learning Products Documentation The Center for Reproductive Rights has announced a consultancy opportunity to develop a comprehensive suite of knowledge and learning products under the SHE SOARS project, a multi-country initiative focused on adolescent sexual and reproductive health and rights (ASRHR), gender equality, and youth empowerment. The consultancy is part of the SHE SOARS programme, a seven-year initiative funded by Global Affairs Canada and implemented by a consortium including CARE Canada, the Center for Reproductive Rights, and Restless Development, alongside partners in Kenya and Zambia. The assignment focuses on documenting learning, outcomes, and capacity strengthening processes among Women’s Rights Organizations (WROs) and Youth-Led Organizations (YLOs) working to improve access to sexual and reproductive health services for out-of-school adolescent girls aged 10–19 years. About the SHE SOARS Project SHE SOARS stands for Sexual and Reproductive Health and Economic Empowerment (SHE) and Supporting Out-of-school Adolescent Girls’ Rights and Skills (SOARS). The programme targets one of the most underserved populations in ASRHR programming—out-of-school adolescent girls who often face barriers to information, services, and rights protection. The initiative is implemented in: Kenya (urban and semi-urban informal settlements including Nairobi, Siaya, Kajiado, Kisumu) Zambia (rural districts including Chadiza, Kasenengwa, Mambwe) The project’s ultimate goal is to improve access to sexual and reproductive health services and strengthen the realization of rights for adolescent girls in these regions. Purpose of the Consultancy The Center for Reproductive Rights is seeking a consultant to systematically document the SHE SOARS learning journey from project inception to the present. The consultancy will transform program evidence into structured, publication-ready knowledge products that can be used for: Internal learning and reflection Partner capacity strengthening Donor reporting and accountability Advocacy and policy influence Regional dissemination and replication The assignment focuses on linking baseline capacity gaps to interventions, outcomes, and policy influence achieved through the work of WROs and YLOs. Key Objectives of the Assignment The consultant will be expected to: Analyze baseline capacity assessments of WROs and YLOs Map capacity strengthening interventions across three core domains Document evolution of capacity at local, national, and regional levels Develop a contribution story linking interventions to outcomes Produce high-quality, publication-ready knowledge products Capture country-specific policy contexts in Kenya and Zambia Produce short documentary films highlighting impact stories The work will emphasize how capacity strengthening has contributed to advocacy effectiveness, policy change, and improved accountability systems in ASRHR programming. Country Policy Context and Reform Pathways The consultancy will also document how SHE SOARS operates within distinct national policy environments. Kenya: Strengthening Accountability for School Re-Entry Policies In Kenya, adolescent pregnancy continues to drive school dropout despite existing re-entry guidelines. The project highlights the need for: Stronger accountability and monitoring frameworks Improved implementation of Ministry of Education guidelines Better dissemination and follow-up mechanisms Long-term revision of outdated policy frameworks Zambia: Strengthening ASRHR Policy Coherence In Zambia, the absence of a dedicated adolescent SRH policy has created fragmented guidance. The priority reform pathway includes: Strengthening adolescent SRH provisions in national reproductive health policy Developing a clear implementation plan Moving toward a comprehensive ASRHR policy framework Scope of Work and Key Tasks The consultant will undertake a series of structured tasks, including: 1. Inception and Planning Conduct desk review of existing project documents Develop learning agenda aligned to project objectives Create evidence mapping framework Submit inception report with methodology and workplan 2. Capacity Evolution Analysis Review baseline capacity assessments Compare baseline and current capacity levels Document changes across knowledge, skills, and systems Analyze institutional and relational shifts 3. Outcomes and Contribution Analysis Identify key advocacy and policy outcomes Map contribution pathways linking interventions to results Incorporate regional normative frameworks (e.g., ACERWC standards) Analyze country-specific policy influence pathways 4. Knowledge Product Development Produce a suite of learning and documentation outputs Ensure all materials are evidence-based and publication-ready Align outputs with donor and organizational standards 5. Validation and Finalization Facilitate validation workshops with stakeholders Incorporate feedback from partners and consortium members Finalize all knowledge and learning products Expected Deliverables The consultancy will produce a wide range of outputs, including: Core Knowledge Products Baseline-to-date synthesis report (25–35 pages) Six WRO capacity evolution scorecards Comparative capacity evolution matrix Short documentary films (2–3 minutes per country) Learning Briefs Legal and policy research brief Advocacy learning brief Accountability systems brief Regional norm-setting case study (ACERWC pathway) Country-Specific Tools Zambia advocacy brief on adolescent SRH service access reforms Kenya accountability and policy implementation insights Communication Products Executive summary (2 pages) Slide deck (12–18 slides) One-page infographic Evidence and Quality Tools Comprehensive evidence register Application Process and Deadline Interested consultants are required to submit: Technical proposal (maximum 3 pages) CV highlighting relevant experience At least two samples of similar work Financial proposal Organizational profile (if applicable) Submission Details: Applications should be sent to: africaoperations@reprorights.org CC: rwanzala@reprorights.org Deadline: 31 May 2026 Strengthening Evidence-Based Advocacy for Adolescent Rights The Center for Reproductive Rights emphasized that this consultancy is central to strengthening evidence-based advocacy, accountability systems, and policy influence for adolescent sexual and reproductive health and rights in East and Southern Africa.
