Overview The United Nations Development Programme (UNDP), through the Community Development and Knowledge Management for the Satoyama Initiative (COMDEKS) and the Small Grants Programme (SGP), has launched the 2025 Call for Proposals under the COMDEKS Phase 4 Programme. This initiative provides small grants of up to US$30,000 to eligible non-governmental organizations, civil society organizations, and community groups. The objective of the grant is to advance biodiversity conservation, strengthen local governance systems, and promote sustainable livelihoods within the Afadzato South Socio-Ecological Production Landscape in the Volta Region of Ghana. This call seeks project proposals that contribute directly to ecosystem resilience, community empowerment, and climate-responsive development. The focus remains on ensuring that local communities are central participants and beneficiaries of biodiversity and natural resource management efforts. Strategic Focus Areas COMDEKS Phase 4 targets transformative, community-led environmental actions. Applicants must align proposed projects with the following priority areas: Participatory Conservation Models Projects should develop and promote inclusive conservation approaches that engage diverse community groups and stakeholders. Proposals should show how participatory methods will be applied across multiple ecosystems within the landscape, ensuring community ownership and long-term sustainability. Policy and Strategy Development Initiatives that contribute to the formulation or enhancement of local or national policies related to biodiversity, conservation, ecosystem management, and land use are strongly encouraged. This includes activities that support implementation of Other Effective Area-Based Conservation Measures (OECMs) in line with Convention on Biological Diversity (CBD) guidelines. Natural Ecosystem and Wildlife Protection Field activities should contribute to improved management of natural ecosystems, restoration of degraded areas, and conservation of wildlife species. Proposals may include actions such as habitat restoration, sustainable land management, agroforestry, and water resource protection. Circular Economy and Climate-Responsive Actions Projects promoting circular economy principles—such as renewable energy adoption, climate adaptation innovations, recycling practices, and decarbonization—are highly relevant. Initiatives must demonstrate how they contribute to community resilience, environmental sustainability, and reduced ecological footprints. Applicants are advised to consult Annex 3 (Project Document) for in-depth strategic guidance before designing and submitting proposals. Eligibility Requirements To qualify for funding, applicants must meet the following criteria: Be a legally registered non-governmental organization, non-profit organization, community group, community-based organization, or recognized social enterprise eligible to operate in Ghana. Demonstrate prior experience working with communities on environmental, forestry, climate, or agriculture-related activities. Possess a proven track record of implementing community-based projects, particularly within the Volta Region or specifically in the Afadzato South Socio-Ecological Production Landscape. Serve as the lead organization, coordinating engagements with government authorities, research institutions, community structures, media, and other stakeholders relevant to the landscape. Show capacity to conduct a systems analysis in line with the COMDEKS Phase 4 Country Programme Strategy, clearly outlining the environmental challenges, community needs, and expected outcomes. Applicants must thoroughly review all supporting documents and guidance notes before submission. Proposal Submission and Timeframe The call for proposals is open until 12:00 midnight on 15 December 2025. All applicants must use the official proposal format provided in Annex 2. Submissions will be reviewed after the deadline, and only shortlisted and successful applicants will be notified. Detailed information on the eligibility criteria, preferred geographic areas, project strategies, monitoring and evaluation requirements, and application guidelines is provided in Annex 1 and Annex 4.
