This senior role is responsible for delivering strategic and operational human resource management in compliance with Kenyan labour law and organisational policies. Role Purpose The Human Resource Manager will provide leadership across all HR functions, ensuring policies, systems, and practices align with organisational goals and operational priorities. The role supports management in effective staff oversight, policy development, and regulatory compliance while fostering an inclusive, high-performing workplace culture. The position also plays a key role in embedding safeguarding, diversity, and organisational values across all levels of staff engagement. Key Responsibilities HR Policies, Procedures and Best Practice The HR Manager will: Align HR initiatives with organisational strategy and operational priorities Lead recruitment, onboarding, retention, and staff separation processes Place staff wellbeing and development at the centre of engagement strategies Champion diversity, equity, and inclusion initiatives Advise senior management on organisational structure, labour law application, and emerging HR trends Develop and regularly update HR policies to ensure compliance and risk mitigation Lead change management initiatives and organisational transition processes Promote safeguarding principles and ensure adherence to the Code of Conduct and related policies Core HR functional areas include: Recruitment, selection, placement, and retention HR administration Reward and benefits management Learning, training, and development Contracts management Employee relations Documentation, reporting, and representation Staff separation processes Oversight of the Human Resource Information System (HRIS) and data analytics Operational and Field Support The HR Manager will provide hands-on support across programme operations, including: Conducting field visits to strengthen staff capacity and review HR processes Addressing HR-related issues and advising managers Ensuring compliance with data protection requirements Maintaining accurate and secure personnel records Developing proactive initiatives to address diversity and inclusion gaps Advising leadership on regulatory developments affecting HR management All managers are expected to uphold organisational values, demonstrate leadership on equality and safeguarding, and actively participate in emergency responses when required. Qualifications and Experience Education: Bachelor’s degree in Human Resources, Business Administration, Organisational Development, or related field Master’s degree or Post-Graduate Diploma in Human Resources Management is an advantage Membership with the Institute of Human Resource Management (IHRM) is mandatory Experience: Minimum eight years of relevant HR experience At least three years in a management or advisory capacity Experience within an international NGO environment is desirable Remote management experience Strong knowledge of Kenyan labour laws and data protection regulations Demonstrated experience in change management Experience using HR software and data systems for reporting and analytics Required Competencies Excellent written and verbal communication skills in English Strong interpersonal skills and emotional intelligence Ability to manage multiple priorities under strict deadlines Strong analytical and problem-solving skills Demonstrated integrity and accountability Proficiency in HR systems and digital tools Ability to build relationships across diverse cultural and professional backgrounds Commitment to diversity, inclusion, and safeguarding principles Safeguarding and Ethical Standards Concern Worldwide maintains a comprehensive Code of Conduct supported by the Programme Participant Protection Policy, Child Safeguarding Policy, and Anti-Trafficking in Persons Policy.
