The Better Care Network has announced a consultancy opportunity focused on strengthening the global evidence base on interventions addressing violence against children in alternative care settings. The assignment seeks an individual consultant or a multidisciplinary team to conduct a comprehensive synthesis of existing research, interventions, and documentation. This work is part of broader international efforts to improve child protection systems and ensure that alternative care environments are safe, supportive, and aligned with global human rights standards. Purpose of the Consultancy The consultancy aims to address a critical gap in global child protection knowledge. While there has been extensive research on the prevalence and consequences of violence against children in care, significantly less attention has been given to identifying effective prevention and response strategies. Key objectives include: Systematically reviewing existing literature on violence against children in alternative care Identifying and categorising interventions across different care settings Assessing the effectiveness, scalability, and sustainability of interventions Developing country-specific case studies Providing actionable recommendations for policy and practice improvement The final output will support governments, organisations, and practitioners in strengthening child protection systems worldwide. Scope of Work The consultancy requires a structured and analytical approach to synthesising evidence from multiple sources. The selected consultant(s) will be expected to: Compile and analyse existing academic and grey literature Map interventions according to: Type of care setting Forms of violence addressed Geographic and contextual relevance Evaluate the quality and strength of available evidence Highlight gaps in current research and implementation Produce a comprehensive final report The work will also contribute to ongoing global discussions on care reform and violence prevention in institutional and alternative care systems. Deliverables The consultancy requires several structured outputs leading to a final report due by 30 September 2026. Deliverables include: Inception report outlining methodology and approach Structured evidence synthesis and intervention mapping Country case studies Draft analytical report Final comprehensive report with recommendations A detailed timeline must be submitted as part of the proposal, outlining completion stages for each deliverable. In parallel, investigations in several high-income countries have revealed systemic failures in alternative care systems, highlighting the urgent need for evidence-based reform. This consultancy responds to that gap by consolidating fragmented knowledge into a structured and usable evidence base for policymakers, researchers, and practitioners. Expected Impact The assignment is intended to strengthen global child protection frameworks by: Improving understanding of effective interventions in alternative care Supporting evidence-informed policy development Enhancing accountability within care systems Promoting safer, more nurturing environments for children Ultimately, the work aims to contribute to the transformation of alternative care systems into environments that uphold children’s rights and well-being.
