Fort Portal, Uganda – International development organisation Cordaid Uganda has announced a vacancy for the position of Deputy Chief of Party (DCOP) under its Agricultural Governance Results Improvement Project (A-GRIP). The full-time position is based in Fort Portal and offers an opportunity for experienced development professionals to lead the implementation of a major agricultural governance programme aimed at strengthening public service delivery and improving land tenure security across Uganda. About the A-GRIP Programme The Agricultural Governance Results Improvement Project (A-GRIP) is a five-year initiative launched in November 2023 with multi-million Euro funding from the Embassy of the Kingdom of the Netherlands (EKN). Operating across 16 district local governments in five regions of Uganda, the programme seeks to strengthen governance systems that improve agricultural productivity and enhance public service delivery. Rather than directly providing services to farmers, A-GRIP focuses on creating an enabling environment that supports sustainable agricultural development through improved institutional performance. The programme is built around three major outcomes: Increased formal and equitable land ownership under customary law, particularly for vulnerable communities. Improved sustainable agricultural production through stronger public agricultural and natural resource management services. Enhanced governance, institutional performance, and policy implementation within district local governments. Deputy Chief of Party to Lead Programme Implementation Cordaid is seeking an experienced development professional to oversee the day-to-day management and operational implementation of the programme. Working under the strategic guidance of the Chief of Party, the Deputy Chief of Party will ensure that programme strategies, budgets, work plans, and technical priorities are effectively translated into practical implementation across all districts and partner organisations. The successful candidate will serve as the programme’s principal internal operational leader while supporting delivery of A-GRIP’s systems-strengthening objectives. Major Responsibilities The Deputy Chief of Party will oversee several strategic and operational functions, including: Managing daily programme implementation across all project components. Coordinating technical, operational, monitoring and evaluation (MEL), finance, and field teams. Monitoring programme performance and addressing implementation challenges. Supporting coordination with district local governments and implementing partners. Ensuring compliance with donor requirements and Cordaid policies. Strengthening collaboration among programme staff and stakeholders. Supporting adaptive management through evidence-based decision-making. Promoting accountability, integrity, and efficient resource utilisation. The role also includes supervising programme teams, improving planning processes, managing operational risks, and ensuring quality delivery of project activities. Candidate Profile and Qualifications Cordaid is looking for a highly experienced programme management professional capable of leading complex donor-funded initiatives involving multiple stakeholders and geographic locations. Applicants should possess: A Master’s degree in land governance, public administration, international development, governance, rural development, programme management, public policy, or a related discipline. Demonstrated experience within Uganda’s land tenure sector. Between 8 and 10 years of progressively responsible programme management experience. Proven experience managing multi-stakeholder development programmes. Strong understanding of donor compliance, programme planning, monitoring, and risk management. Experience working with government institutions, district local governments, development partners, and donor-funded programmes. Familiarity with Results-Based Financing (RBF), monitoring and evaluation systems, and adaptive programme management. Excellent communication, leadership, coordination, and problem-solving skills. Fluency in written and spoken English. Legal eligibility to live and work in Uganda.
