Location: Nairobi, KenyaEmployee Type: LocalRequired Degree: Bachelor’s Degree Job Summary Counterpart International is implementing the $18 million USDA Food for Progress Livestock Innovation and Feed Transformation (LIFT) project in Kenya. LIFT is a five-year initiative designed to expand trade in agricultural products and enhance agricultural productivity through improved feed quality, affordability, and the adoption of best practices at scale. The project focuses on opening Kenya’s market to U.S. feed ingredients by strengthening harmonization and enforcement of livestock feed regulations, facilitating trade between U.S. exporters and Kenyan buyers, and investing in industry-wide upgrading and commercialization. Additionally, LIFT seeks to improve agricultural productivity by increasing farmer awareness and demand for high-quality feed products and by strengthening producer groups. Counterpart International is seeking a Deputy Chief of Party (DCOP) to join the LIFT project team. The DCOP will serve as a key member of the senior leadership team, supporting the Chief of Party (COP) in providing strategic and operational leadership for technical implementation. The DCOP will guide the development and execution of strategies to achieve program results and indicators while ensuring cohesion across all project activities. The DCOP will oversee day-to-day management of technical teams, fostering a results-oriented culture built on collaboration, accountability, and innovation. The position also involves cultivating and managing partnerships with public and private sector stakeholders to amplify program impact and ensure sustainable outcomes. The ideal candidate will possess extensive knowledge of Kenya’s livestock sector, proven success in international trade, and experience building strategic partnerships. Strong private sector experience and leadership in donor-funded projects are essential, demonstrating the ability to lead diverse teams and navigate complex stakeholder environments to deliver measurable and sustainable impact. Primary Responsibilities Support the COP in overall program management, providing strategic oversight and ensuring effective communication and collaboration between technical, operations, and partner teams. Lead, mentor, and supervise the technical team, ensuring adherence to work plans, timely execution of activities, and delivery of high-quality outputs in collaboration with local partners. Build and strengthen strategic partnerships with government institutions, private sector actors, and other stakeholders to advance project objectives and sustainability. Lead or contribute to the preparation of annual work plans, technical reports, and USDA deliverables, ensuring alignment with Counterpart International’s quality standards and donor requirements. Direct the design and review of scopes of work for consultants, sub-awards, and grants to ensure clarity, compliance, and alignment with project goals. Ensure all technical activities are strategically planned and executed in full compliance with USDA and Counterpart policies, maintaining high standards of quality and effectiveness. Collaborate with the Monitoring and Evaluation (M&E) Manager to align technical activities with the project’s monitoring framework, ensuring timely and accurate data inputs for the Performance Monitoring Plan. Oversee planning, design, and execution of program activities, proactively identifying resource requirements to achieve results efficiently. Coach and mentor project staff and partners, cultivating a high-performing, collaborative team focused on impact, sustainability, and return on investment for USDA. Anticipate and resolve implementation challenges by proposing practical, actionable solutions to maintain progress and achieve project objectives. Serve as Acting COP when required, ensuring continuity of operations and decision-making. Perform other duties as assigned to support the achievement of project goals. Qualifications Required: Bachelor’s degree in international development, agriculture, economics, trade, or a related field. Minimum of 10 years of progressive experience managing complex agriculture or trade programs, with at least 5 years in a senior leadership role. Demonstrated expertise in Kenya’s livestock sector, including facilitating international trade and private sector engagement. Proven experience building and maintaining strategic partnerships with government, private sector, and producer organizations. Strong leadership and team management skills, including mentoring diverse technical teams. Knowledge of program design, implementation, and monitoring frameworks, including performance indicators and reporting requirements. Excellent communication and negotiation skills; fluency in English and Swahili. Preferred: Advanced degree in agriculture, trade economics, or a related discipline. Experience facilitating trade deals between domestic and international stakeholders, addressing regulatory barriers, and harmonizing standards. Proven ability to design public-private partnership strategies and develop sustainable business models in agriculture. Understanding of trade policy, import/export logistics, and compliance requirements for feed ingredients. Track record in senior leadership on U.S. Government-funded development programs.
