About the RISE Programme The position will support the Resilience in Secondary Education (RISE) programme, a national initiative targeting 1.1 million out-of-school youth through technology-enabled and accredited secondary education. RISE is led by UNICEF in collaboration with Rwanda’s Ministry of Education and the Mastercard Foundation. The consortium includes DOT Rwanda, Carnegie Mellon University and implementing partners such as the Imbuto Foundation, Catholic Relief Services and the Young Women’s Christian Association. DOT Rwanda leads the Facilitator Development Pathway, which equips recent graduates with the digital and facilitation competencies required to become RISE Facilitators. Role and Key Responsibilities The M&E Officer will play a central role in maintaining data integrity and tracking the impact of the Facilitator Development Pathway. Key responsibilities will include: Managing and validating disaggregated participation data, including gender, disability and refugee-status information. Conducting field audits to verify information reported by Quality Assurance Teams and facilitators. Managing district-level analytics dashboards and monitoring facilitator engagement with digital curriculum resources. Preparing weekly dashboard summaries, data-quality checks and comprehensive programme progress reports. Conducting field visits to assess implementation, instructional quality and learning-centre readiness. Leading internal review sessions to capture field learning and support continuous programme improvement. Implementing the programme’s Monitoring, Evaluation and Learning plan. Providing evidence and analysis to support adaptive, data-informed programme management. Required Qualifications and Experience Applicants are expected to demonstrate a strong background in monitoring, evaluation and data management. The essential requirements include: A Bachelor’s degree in Monitoring and Evaluation, Statistics, Data Management, Analytics or a related discipline. At least three years of M&E experience on large-scale development programmes. Practical experience using digital data-collection platforms such as ODK, KoboToolbox or similar systems. Strong analytical capabilities and the ability to interpret complex datasets. Ability to visualise and communicate data effectively to non-technical audiences. Exceptional attention to detail and a strong commitment to data integrity and fiduciary risk mitigation. Experience with statistical software and advanced Excel skills will be considered an advantage.
