FHI 360 Policy and Advocacy Manager Opportunity The Policy and Advocacy Manager will contribute to the development and implementation of advocacy strategies designed to support FHI 360’s health and economic opportunity objectives. The role combines policy research, stakeholder engagement, strategic communications, project coordination, and event management. A major responsibility will involve coordinating FHI 360’s organization-wide policy comment process. The manager will also monitor legislative, regulatory, and funding developments and analyze emerging issues that could affect the organization’s programmes. The role further involves developing issue positions, advocacy materials, presentations, briefing papers, talking points, and other communications products for internal and external audiences. The successful candidate will therefore need to be comfortable translating complex technical and policy information into clear and compelling messages for decision-makers. Key Responsibilities The Policy and Advocacy Manager will have a broad portfolio of responsibilities. These include contributing to advocacy strategies, engaging policymakers and NGO coalition partners, coordinating internal policy responses, and maintaining communication across the Global Policy and Advocacy team. The successful candidate will also help plan and execute policy events, briefings, congressional engagements, conference sessions, roundtables, and stakeholder meetings. Responsibilities include event logistics, content development, coordination, and follow-up engagement. Another important component of the position is advocacy communications. The manager will develop and manage a global policy and advocacy communications plan in coordination with FHI 360’s Global Communications team. They will also prepare reports, briefing papers, presentations, advocacy briefs, and talking points to support engagement with Congress and the U.S. Administration. The position also includes monitoring advocacy performance indicators and reporting on policy engagement activities, influence outcomes, and organizational impact. The manager will collaborate with research, evidence, knowledge management, programme, communications, and executive teams to support an evidence-based advocacy agenda. Who Can Apply? FHI 360 is seeking an experienced policy and advocacy professional with a strong background in international development, humanitarian response, or U.S. domestic policy. Applicants must have a Bachelor’s degree in Public Policy, International Relations, Political Science, Communications, or a related field, together with at least five years of experience in public policy and advocacy communications. Candidates should also demonstrate exceptional writing skills and the ability to transform technical information into compelling communications for policy audiences. Experience working on Capitol Hill, with government agencies, or with implementing partners is required. Candidates should also have demonstrated experience building relationships with congressional staff, U.S. Government stakeholders, partner organizations, and cross-sector coalitions. An advanced degree in Public Policy, International Relations, Political Science, Communications, or a related field is preferred. Relevant professional certifications and experience engaging philanthropic donors are also considered advantages. Skills and Experience Strong communication and interpersonal abilities are central to this position. Candidates should have experience building alliances and coalitions and be able to work effectively with diverse internal and external stakeholders. The role requires strong organizational skills, the ability to manage competing priorities, and a proactive approach to problem-solving. Applicants should also demonstrate flexibility, adaptability, responsiveness, and the ability to work independently while handling sensitive assignments. Knowledge of communications relating to health, development, and/or economic opportunity is particularly relevant. Excellent written and spoken English is required. Technology skills include proficiency with Microsoft applications and workplace collaboration platforms such as Office 365, SharePoint, Skype, Zoom, and Teams. The position anticipates approximately 10% travel. Salary and Benefits For U.S.-based candidates, the advertised hiring salary range is US$90,000–US$110,000 annually. FHI 360 notes that the base salary is only one component of its overall compensation package. The organization contributes 7% of monthly base pay to a money purchase pension plan. Full-time U.S.-based staff working 40 hours per week receive 18 days of paid vacation, 12 sick days, and 11 holidays per year. International hiring ranges may differ depending on location.
