About the Equal Education Law Centre The Equal Education Law Centre is a Cape Town-based public interest law organization and registered law clinic dedicated to promoting the constitutional right to equitable, safe, and quality basic education. The organization advances educational rights through: Public interest litigation Legal research and advocacy Legislative engagement Community lawyering Policy reform initiatives Strategic partnerships within the education sector The EELC also plays a key role in developing young legal professionals committed to social justice and human rights practice. About the Legal Researcher Role The Legal Researcher will be responsible for conducting high-quality research to inform EELC’s legal, advocacy, and policy work. The role requires expertise in both qualitative and quantitative research methodologies and a strong understanding of South Africa’s education landscape. The successful candidate will support initiatives related to: Early Childhood Development (ECD) Basic education policy Education law reform Litigation support Advocacy campaigns Public participation processes The position offers a unique opportunity to work at the intersection of law, education, policy, and social justice. Key Responsibilities The Legal Researcher will undertake a broad range of research and advocacy activities. Research and Analysis Core responsibilities include: Leading primary and secondary research projects. Conducting qualitative, quantitative, and desktop research. Producing evidence-based analysis for internal and external use. Designing and implementing data collection tools. Supporting research that informs litigation and advocacy strategies. The researcher will also be expected to monitor developments within South Africa’s education sector and identify emerging policy and legal issues. Policy Development and Advocacy The successful candidate will contribute to policy reform efforts by: Drafting submissions to Parliament and provincial legislatures. Preparing submissions to government departments. Conducting research on education laws and policies. Supporting advocacy initiatives focused on educational equity. Producing policy briefs and discussion documents. These activities will help shape public discourse and influence decision-making processes affecting education rights. Stakeholder Engagement and Representation The position requires strong relationship-building and communication skills. Responsibilities include: Building partnerships with universities and research institutions. Engaging government officials and policymakers. Representing EELC in coalitions and stakeholder forums. Participating in education-focused networks and collaborations. Supporting partnerships with Equal Education and community organizations. The role involves significant collaboration with stakeholders across the education and social justice sectors. Communications and Public Engagement The Legal Researcher will work closely with EELC’s Communications team to translate research findings into accessible formats for various audiences. Tasks include: Drafting media statements. Writing opinion articles and newspaper op-eds. Developing educational materials such as: Fact sheets Pamphlets Community information resources Participating in media interviews. Supporting public awareness campaigns. The organization is open to candidates who are willing to develop media engagement skills if they do not already have experience in this area. Training and Community Support The role also includes responsibilities related to knowledge sharing and community engagement. The successful applicant will: Facilitate workshops and training sessions. Deliver presentations to internal and external audiences. Support community-based education initiatives. Collaborate with grassroots organizations and advocacy groups. These activities help strengthen public participation and promote education rights awareness. Essential Qualifications and Experience Candidates must meet several key requirements. Educational Background Applicants should possess: An undergraduate degree in: Law Social Sciences Education Related disciplines Professional Experience Candidates must demonstrate: At least three years of research experience. Experience gained through employment, academic study, or a combination of both. Knowledge of qualitative and quantitative research methodologies. Experience designing research and data collection tools. Understanding of South Africa’s ECD and basic education landscape. Additional Essential Skills Applicants should also demonstrate: Strong written and verbal communication skills. Ability to analyze and interpret government budgets. Capacity to track budget trends in real terms. Experience representing organizations externally. Confidence in stakeholder engagement and coalition-building. Willingness to engage with media and public audiences. Residence in the Western Cape or willingness to relocate. Preferred Qualifications While not mandatory, the following qualifications and skills will be considered advantageous: Postgraduate qualification in law, education, social sciences, or a related field. Public finance and budget analysis experience. Familiarity with participatory research involving children. Monitoring, Evaluation, and Learning (MEL) expertise. Proficiency in more than one South African official language. Candidates with equivalent practical experience are encouraged to apply even if they do not possess postgraduate qualifications.
