Building the Next Generation of Global Cyber Diplomacy Leaders The EU Cyber Diplomacy Initiative — EU Cyber Direct is pleased to announce the launch of the EU:CD Fellowship 2025/2026, the third edition of its flagship international programme. Following the success of the 2023 and 2024 cohorts, this Fellowship continues to bring together outstanding professionals and scholars from around the world who are advancing the global dialogue on cyber diplomacy. Running from December 2025 to June 2026, the Fellowship offers a six-month, non-residential programme combining virtual learning and two in-person gatherings. It provides a unique opportunity for mid-career and emerging experts to conduct policy-relevant research, engage with EU institutions, and collaborate within an international community of cyber diplomacy practitioners. 1. Overview The EU:CD Fellowship is designed to strengthen global collaboration in the field of international cyber affairs. Fellows join a vibrant and diverse community of professionals working at the intersection of diplomacy, technology, and global governance. The programme blends online knowledge exchanges with in-person policy engagement, giving Fellows direct exposure to European and international cyber policy processes. It serves as both a platform for research and a professional network for developing actionable ideas that shape global cyber stability and cooperation. Duration: December 2025 – June 2026Format: Non-residential, with two in-person sessions (Brussels + second location TBC)Application Deadline: 16 November 2025 (23:59 CET) 2. Objective The EU:CD Fellowship supports rigorous, policy-oriented inquiry in the field of international cyber and digital policy. Its primary goal is to help experts develop publishable, policy-relevant work while testing ideas in structured settings that connect national perspectives to regional and global dialogues. For the 2025/2026 edition, the Fellowship will focus on region-to-region cooperation in cyber diplomacy, encouraging participants to explore how local experiences can inform inter-regional policy conversations. Through the Fellowship, participants will: Discuss key policy challenges and dilemmas in cyber affairs. Engage stakeholders at national, regional, and global levels. Inform domestic and international cyber policy debates. Share their expertise through written outputs and public engagements. The Fellowship places particular emphasis on knowledge exchange among participants, fostering North-South and South-South collaboration and creating lasting global networks. Core thematic areas include: Cyber capacity building International cyber stability and responsible state behaviour Human rights in cyberspace Cyber resilience and critical infrastructure protection Governance of emerging and disruptive technologies Hybrid threats Multistakeholder cooperation Science for Cyber Diplomacy 3. Programme Structure The EU:CD Fellowship combines independent research, peer learning, and policy engagement through a structured six-month schedule. Key Components Knowledge BuildingFellows engage in regular, cohort-based discussions that highlight diverse regional perspectives, explore policy dilemmas, and practice communication and negotiation techniques. Peer LearningThe programme includes online sessions on core thematic areas, featuring interactive exchanges with senior EU officials, diplomats, and leading international experts. Community BuildingTwo in-person gatherings anchor the Fellowship: The first session will take place in Brussels, offering direct access to EU institutions and policymakers. The second session will be held in a location to be confirmed, aligned with global cyber diplomacy priorities. These in-person engagements encourage collaboration, dialogue, and exposure to the evolving international cyber policy landscape. Impact-Oriented Policy WorkAt the start of the Fellowship, each participant submits a work plan outlining at least two concrete outputs: A written piece (e.g., policy brief, analytical paper, or blog post). A convening activity (e.g., workshop, webinar, or Track 1.5 dialogue). EU:CD provides editorial and logistical support to help Fellows refine and disseminate their outputs through EU Cyber Direct’s communication platforms and international events. 4. Eligibility The EU:CD Fellowship is open to applicants from all countries outside the European Union (EU) and the European Economic Area (EEA). There are no age or seniority restrictions. The Fellowship welcomes candidates at all career stages—from emerging professionals to experienced practitioners—working in: Government and public administration International or regional organizations Civil society and non-governmental organizations Academia and research institutions The private sector Travel support (including flights and accommodation) will be provided for both in-person sessions. Fellows are responsible for managing their own visa applications. Ideal Candidate Profile Applicants should demonstrate: Professional experience or research relevance in cyber or digital policy. A proven track record in cyber diplomacy or a closely related domain. The ability to conduct independent, policy-relevant analysis. Strong English writing and communication skills. 5. Timeline and Selection Application Deadline: 16 November 2025 (23:59 CET)Programme Duration: December 2025 – June 2026 The selection process includes: Initial screening of all applications. Shortlisting of qualified candidates. Final selection and notification of accepted Fellows by the EU Cyber Direct team. Selected Fellows will be contacted directly with programme details and logistical arrangements for the first in-person gathering in Brussels. 6. How to Apply Applications must be submitted via the official online form and should include a single PDF file containing the following documents: Curriculum Vitae (CV): Maximum two pages. Motivation Letter: Maximum two pages, addressing the following: Why you consider yourself a strong fit for the Fellowship. How your experience aligns with EU:CD’s mission and thematic priorities. Two short descriptions (max. 150 words each) outlining your proposed Fellowship outputs: One proposed publication (include a working title). One proposed convening activity (such as a webinar or policy dialogue). Applicants are encouraged to ensure that their proposals demonstrate both policy relevance and potential for real-world impact.
