Reference: 379155Function Group: IV – Contract AgentLocation: Brussels, BelgiumUnit: INTPA F.1 – Climate Change & Sustainable Energy; Nuclear Safety Role Overview The Programme Manager – Policy Officer (External Relations) plays a key role within the Directorate-General for International Partnerships (DG INTPA) of the European Commission. Positioned within Unit INTPA F.1, the role supports the European Union’s external action agenda by advancing policy coherence, programme quality, and strategic partnerships in the areas of climate change, sustainable energy, and nuclear safety. Working under the supervision of a Team Leader, the post holder contributes to the design, rollout, and implementation of flagship EU strategies, including the Global Gateway Strategy and Team Europe Initiatives. The role combines policy expertise, programme management, coordination, and stakeholder engagement to ensure that EU-funded actions deliver measurable climate and energy outcomes in partner countries. Strategic Purpose of the Role The position exists to strengthen the integration of climate change mitigation, adaptation, and sustainable energy considerations across EU external cooperation programmes. The Programme Manager – Policy Officer ensures that EU geographic services and Delegations are equipped with the necessary thematic guidance, tools, and knowledge to mainstream climate and energy priorities into programmes, investments, and policy dialogue. Through close collaboration with internal Commission services, Member States, EU Delegations, and external partners, the role contributes to delivering a coherent and impactful EU external policy aligned with global commitments, including the Paris Agreement and the EU’s climate and energy objectives. Key Responsibilities Policy and Strategy Implementation Contribute to the rollout and implementation of the Global Gateway Strategy, with a focus on sustainable energy and climate action. Support Team Europe Initiatives, ensuring alignment between EU institutions, Member States, and implementing partners. Contribute to policy development and operational guidance within the thematic scope of climate change, sustainable energy, and nuclear safety. Programme and Project Management Manage and oversee thematic programmes and projects, including those supported through EU financial instruments. Support the design, appraisal, and implementation of programmes and investments with climate and energy components. Contribute to monitoring implementation progress and ensuring alignment with EU policy objectives and quality standards. Thematic Guidance and Technical Support Provide thematic expertise and guidance to: Geographic services EU Delegations Programme managers and partners Support the integration of climate change and sustainable energy considerations into: National and regional programmes Investment frameworks Sectoral policies and actions Contribute to the development and dissemination of guidance notes, tools, and best practices. Quality Assurance, Training, and Knowledge Sharing Support quality review processes for programmes and actions within the unit’s thematic areas. Contribute to the organisation and delivery of training sessions, workshops, and learning events. Promote knowledge sharing across services, ensuring lessons learned and innovations are captured and disseminated effectively. Coordination and Stakeholder Engagement Engage in and promote sectoral and thematic coordination within: The European Commission Other EU institutions EU Member States Liaise with external stakeholders, including international organisations, development banks, and civil society actors. Support participation in international events, conferences, and policy fora relevant to climate change and sustainable energy. Working Environment and Collaboration The Programme Manager – Policy Officer operates in a dynamic, multidisciplinary environment that requires close collaboration across institutional boundaries. The role demands strong coordination skills, cultural awareness, and the ability to engage constructively with diverse stakeholders. Regular interaction with EU Delegations and geographic units ensures that policy priorities are translated into practical, country-level action.
