Description

The Federal Ministry of Agriculture and Food Security (FMAFS) is inviting applications from suitably qualified candidates to fill five strategic positions under the IFAD-Assisted Livelihood Improvement Family Enterprise – Niger Delta (LIFE-ND) Project in Edo State. The LIFE-ND Project is a US$90 million initiative jointly funded by the Federal Government of Nigeria (FGN), the International Fund for Agricultural Development (IFAD), and the Niger Delta Development Commission (NDDC). The project is designed to transform rural economies by promoting agribusiness development, improving food security, creating sustainable employment opportunities for rural youth and women, and strengthening agricultural value chains across the Niger Delta. Successful candidates will join the Edo State Project Coordinating Office (SPCO) and work directly with the State Project Coordinator (SPC) to support the successful implementation of the project. These are high-impact development sector roles offering the opportunity to contribute to a nationally significant programme supported by international development partners. Whether your expertise lies in procurement, internal auditing, monitoring and evaluation, rural infrastructure, or knowledge management and communications, this is an opportunity to build a rewarding career while driving meaningful change in rural communities. Available Positions 1. State Knowledge Management and Communication Officer (SKMCO) Key Responsibilities Lead the implementation of the project’s Knowledge Management and Communication (KMC) strategy at the state level. Develop Knowledge Management and Communication activities for the Annual Work Plan and Budget (AWPB). Promote institutional learning by facilitating knowledge-sharing events, policy dialogues, workshops, and learning forums. Document project successes, lessons learned, innovations, and best practices. Coordinate the production of evidence-based knowledge products in collaboration with the Monitoring and Evaluation Officer. Develop communication materials including newsletters, success stories, publications, and advocacy content. Manage media engagement, stakeholder communications, public relations, and visibility activities. Maintain project databases, stakeholder contact lists, and knowledge management assets. Prepare periodic Knowledge Management and Communication reports. Requirements Higher university degree in Communications, Journalism, Development Studies, Information Management, or a related discipline. Minimum of 3 years’ relevant experience in knowledge management, development communications, information management, or related fields. Experience working in agriculture, rural development, or donor-funded programmes is an added advantage. Experience in ICT, media relations, advocacy, and public communications is desirable. Excellent written and verbal communication skills. Strong documentation, reporting, facilitation, and stakeholder engagement abilities. 2. State Rural Infrastructure Officer (SRIO) Key Responsibilities Coordinate and monitor all infrastructure-related activities within the project. Identify sustainable and cost-effective rural market infrastructure needs. Supervise the preparation and implementation of Local Government Area (LGA) infrastructure action plans. Oversee the construction and rehabilitation of feeder roads, agro-processing centres, markets, and other rural infrastructure. Ensure timely procurement, installation, and management of agro-processing equipment. Supervise engineers, contractors, consultants, and technical personnel. Develop and implement asset management and maintenance plans. Provide technical advice on infrastructure planning, implementation, and quality assurance. Requirements Minimum of B.Sc. in Civil Engineering. COREN registration/certification is mandatory. At least 5 years’ relevant experience in agricultural or rural infrastructure development. Demonstrated experience in civil engineering works, rural roads, markets, and agro-processing infrastructure. Strong project supervision and contract management skills. 3. State Project Internal Auditor (SPIA) Key Responsibilities Conduct internal audits in accordance with internationally accepted auditing standards. Evaluate the effectiveness of financial management systems and internal control mechanisms. Ensure compliance with IFAD financing agreements, procurement procedures, and financial regulations. Review quarterly financial reports for completeness, accuracy, and compliance. Conduct procurement audits and verify adherence to approved procurement procedures. Verify project assets and maintain proper asset accountability systems. Assess internal controls, identify risks, and recommend corrective actions. Monitor bank reconciliations and financial reporting processes. Support transparency, accountability, and effective financial governance across project activities. Requirements Minimum of a First Degree or Higher National Diploma (HND) in Accounting. At least 8 years’ post-qualification experience, including 4 years on IFAD-assisted or donor-funded projects. Professional certification in Accounting or Auditing will be an added advantage. Strong background in internal auditing, financial management, and compliance. Previous experience working within the Niger Delta region is desirable. 4. State Monitoring and Evaluation Officer (SMEO) Key Responsibilities Develop Monitoring and Evaluation (M&E) activities for inclusion in the Annual Work Plan and Budget. Plan and supervise baseline surveys, beneficiary assessments, and field evaluations. Develop and monitor project output, outcome, and impact indicators. Collect, analyse, interpret, and report project data. Produce quarterly, semi-annual, annual, and special monitoring reports. Monitor physical and financial implementation progress. Facilitate annual planning and review workshops. Supervise selected service providers and validate project deliverables. Support evidence-based decision-making through quality data management. Requirements Master’s degree or higher in Agricultural Economics, Economics, Statistics, Social Sciences, or another relevant discipline. Minimum of 8 years’ professional experience in Monitoring & Evaluation, Results-Based Management, project management, or programme evaluation. Strong proficiency in statistical software, databases, GIS, and web/mobile-based data collection systems. Excellent analytical, communication, and report-writing skills. Fluency in English is essential, while knowledge of a major Edo State language is an added advantage. 5. State Procurement Officer (SPO) Key Responsibilities Manage all procurement activities in accordance with IFAD Procurement Guidelines and Nigerian Public Procurement regulations. Prepare, update, and implement the Annual Procurement Plan. Develop bidding documents, tender notices, requests for quotations, and procurement specifications. Coordinate bid opening, evaluation, contract award, and contract administration. Maintain procurement records, contract registers, vendor databases, and No-Objection documentation. Provide procurement guidance and capacity-building support to beneficiaries and service providers. Prepare procurement performance reports and quarterly procurement tracking updates. Ensure transparency, fairness, value for money, and full compliance throughout procurement processes. Requirements University degree in Engineering, Finance, Management, Purchasing, Procurement, or a related field. Minimum of 4 years’ relevant post-qualification experience. At least 2 years’ experience implementing internationally accepted procurement procedures. Strong knowledge of the Nigerian Public Procurement Act and IFAD/donor-funded procurement guidelines. Excellent negotiation, communication, teamwork, and conflict-resolution skills. High level of integrity, professionalism, and ethical conduct. Contract Terms (Applicable to All Positions) Duty Station: State Project Coordinating Office (SPCO), Benin City, Edo State. Reporting Line: State Project Coordinator (SPC). Contract Duration: Initial one-year probationary appointment, followed by a renewable two-year contract, subject to satisfactory performance and successful completion of the probation period.
