The African Women’s Development and Communication Network (FEMNET) is inviting qualified consultants or consulting teams to submit proposals for the UN Women ACT Project End of Project Evaluation covering the Eastern and Southern Africa region. The consultancy will assess the implementation, results, effectiveness, sustainability and impact of the UN Women ACT project, which is scheduled to conclude in November 2026. About FEMNET FEMNET is a pan-African, feminist and membership-based network headquartered in Nairobi, Kenya. Established in 1988, the organisation works with women’s rights organisations, feminists and activists across Africa and in the diaspora. Its work includes collective organising, policy advocacy, strategic communication, capacity strengthening, feminist solidarity and movement building. FEMNET has more than 800 individual and institutional members across 50 African countries and the diaspora. About the UN Women ACT Project FEMNET, together with UN Women and other partners, has been implementing the Advocacy, Coalition Building and Transformative Feminist Action to End Violence Against Women (ACT) project. The initiative is a partnership between the European Commission and UN Women, working to accelerate progress towards ending violence against women and girls (VAWG). The project began in October 2024 and is scheduled to close in November 2026. In East and Southern Africa, the project has focused on strengthening the institutional capacity, resilience and care practices of regional and sub-regional women’s rights organisations, feminist organisations, networks and coalitions. Purpose of the Evaluation The selected consultant will conduct a comprehensive end-of-project evaluation covering the full implementation period from October 2024 to November 2026. The evaluation will examine the project’s design, implementation, results and contribution to feminist movement strengthening and efforts to end violence against women and girls. The assignment will also identify lessons learned, good practices, challenges, significant stories of change and recommendations for future interventions. Key Evaluation Areas The evaluation will examine several dimensions of project performance, including: Relevance: Assessing the extent to which the project responded to identified needs and achieved its intended objectives and results. Coherence: Examining how well the project aligned with and complemented other interventions by UN Women, FEMNET, the European Union and partners. Effectiveness: Assessing the extent to which project strategies and activities delivered the intended results, including strengthening the capacities of feminist organisations and coalitions. Efficiency: Reviewing how effectively financial, human and other resources were utilised and whether project management and accountability structures supported implementation. Sustainability: Assessing the likelihood that project benefits, capacities and outcomes will continue after the project ends. Impact: Examining intended and unintended long-term effects of the project and considering what the situation might have been without the intervention. Expected Evaluation Methodology Applicants are expected to propose a comprehensive methodology appropriate for assessing the project. A mixed-methods approach is preferred, combining qualitative and quantitative methods where appropriate. The methodology should provide clear approaches for data collection, sampling, analysis, reporting and dissemination. Suggested methods include: Desk review of project documentation Semi-structured key informant interviews Group discussions Online and self-administered surveys Case studies Most Significant Change stories Outcome harvesting Contribution analysis The evaluation should use participatory, context-sensitive and culturally appropriate approaches and collect appropriately disaggregated data. It should also apply feminist evaluation principles, including analysis of power dynamics, meaningful stakeholder participation, inclusion and intersectionality. Ethical and Safeguarding Requirements The evaluation must follow relevant UN Evaluation Group (UNEG) Ethical Guidelines and Norms and Standards for Evaluation. The consultant will be expected to ensure: Informed consent from participants Confidentiality Protection of personal data Do-no-harm principles Safe approaches to sensitive testimonies Survivor-centred approaches when engaging survivors of violence Appropriate referral pathways where required Key Deliverables The successful consultant or team will be expected to produce several outputs, including: Inception report with the detailed evaluation framework, methodology and implementation plan Data collection tools Detailed sampling framework Evaluation matrix linking evaluation questions, indicators, data sources and analysis methods Draft evaluation report PowerPoint presentation of findings Validation of findings with partners Final evaluation report in electronic format Comprehensive and verified datasets Learning brief summarising key findings, lessons and recommendations Required Qualifications and Experience Applicants should have a Master’s degree in a relevant discipline such as: Gender Studies Development Studies Law Social Sciences Project Management Monitoring and Evaluation Another relevant field from a recognised university Relevant professional qualifications and current membership in a recognised professional body are also required. Candidates should have at least 10 years of progressive experience in gender equality, women’s rights and ending violence against women and girls (EVAWG) at national, regional or international levels. Applicants should also demonstrate: Proven experience conducting evaluations, assessments or research Experience in Eastern and Southern Africa Experience evaluating EU- and/or UN Women-funded projects Strong understanding of Pan-African feminist principles Experience analysing EVAWG policies, programmes and interventions Strong qualitative and quantitative research skills Experience producing evidence-based reports and knowledge products Engagement with women’s rights organisations, civil society, governments and regional bodies Experience facilitating stakeholder consultations and validation workshops Experience with cyberviolence and technology-facilitated abuse will be an added advantage. Technical Skills The successful consultant should have strong knowledge of gender equality, women’s rights and EVAWG frameworks at national, regional and global levels. Strong expertise is also required in research methodology, participatory evaluation, data synthesis, interpretation, monitoring and evaluation, stakeholder engagement and knowledge translation. The ability to convert complex evidence into clear and actionable reports, policy briefs, fact sheets and advocacy materials will be important. Duration and Location The consultancy will run for 30 days between October and November 2026. The assignment does not include travel, and interviews will be conducted remotely. The consultant will work closely with FEMNET’s SRHR and EVAWG Lead and MEL Coordinator and will participate in an initial briefing before the assignment begins. Consultancy Terms The selected consultant will be contracted by FEMNET under a non-staff consultancy arrangement. Withholding tax will be deducted in accordance with applicable laws, and payment will be made through bank transfer. The agreed payment schedule will be confirmed with the successful consultant. The consultancy does not provide staff benefits such as medical insurance or other benefits available to FEMNET employees. Intellectual property arising from work produced under the contract will be assigned to FEMNET.
